Financial Director
The Jackson County Community Mental Health Fund (CMHF) is a Missouri political subdivision managed by a Board of Trustees. Established following a 1980 voter-approved ballot initiative, CMHF operates under Missouri State Statutes to support a network of quality mental health services for Jackson County residents. With an annual contract portfolio of approximately $19 million, CMHF provides budget supplements to over 35 nonprofit network agencies, serving more than 20,000 uninsured and underinsured residents annually. CMHF operates independently from county government, with the Board of Trustees overseeing fiscal, strategic, and policy matters while staff handles day-to-day operations, quality assurance, and financial management.
About the role
This critical leadership position serves as the Controller for CMHF, providing strategic stewardship, operational oversight, and financial management to ensure long-term sustainability and compliance. As a key member of the three-person leadership team, the Director of Finance collaborates with the Executive Director and Director of Programs to guide organizational strategy. The role oversees financial planning, budgeting, forecasting, reporting, cash-flow management, accounts payable, audit coordination, and regulatory compliance in partnership with an external CPA firm. Additionally, the Director of Finance directs daily operations, implements policies and systems, evaluates workflows and technology, strengthens internal controls, and monitors key metrics and Tax Increment Financing (TIF) projects.
Responsibilities
- Provide strategic financial stewardship and operational oversight to ensure organizational sustainability and compliance.
- Lead financial planning, budgeting, forecasting, reporting, and cash-flow management.
- Oversee accounts payable, audit coordination, and regulatory compliance in partnership with an external CPA firm.
- Direct day-to-day operations, implement policies and processes, and evaluate workflows, technology, and IT infrastructure.
- Strengthen internal controls, identify and mitigate operational risks, and lead process-improvement initiatives.
- Monitor key metrics and Tax Increment Financing (TIF) projects, preparing reports and analyses for leadership and the Board.
- Collaborate across the organization to support strategic decision-making, accountability, and continuous improvement.
Requirements
- Bachelor’s degree in finance, accounting, business administration, public administration, or a related field.
- 7–10 years of progressively responsible experience in financial management, operations, or organizational administration.
- Strong expertise in budgeting, forecasting, financial reporting, compliance, financial modeling, and team leadership.
- Experience with nonprofit, public-sector, or Tax Increment Financing (TIF) is valuable.
- Advanced degree or CPA designation preferred.

Pay
Annual salary range: $100,000 - $120,000, commensurate with experience.
