Financial & Budget Management Analyst (Program Budget) - Expert with Security Clearance

Position Description

This role involves providing strategic-level cost analysis and affordability assessments to guide the agency's most complex and high-value investment decisions. The analyst develops sophisticated financial models and data-driven analyses to ensure programs and portfolios are affordable and fiscally sustainable over their entire lifecycle.

Duties

• Provide expert support to Customer seniors and program managers on Tactical Data Systems;
• Aid the government program manager with rapid execution of tactical data projects with a focus on interoperability, testing, tactical data ingest, processing, exploitation/analysis, storage, dissemination and associated infrastructures;
• Support the Customer at meetings during coalition partner forums and provide specific inputs for annual DCGS data calls and DCGS CONOPS documents;
• Support TASPO at executive level meetings with principals at OUSD(I&S) and provide specific inputs to briefings and annual programmatic documents;
• Support the development of various Customer briefing materials and responses to questions, request for information, and various inquiries from ODNI, OSD and OMB as appropriate, as it relates to TASPO programs;
• Support the preparation and monitoring of Supplemental/Over guidance requirements;
• Exercise a solid working knowledge and capability in the use of various spreadsheet, database, Microsoft PowerPoint, and Microsoft Project software.

Required Skills

• Demonstrated experience similar to or like the duties as outlined above;
• Demonstrated specialized experience with DoD or other government agency budgetary or finance processes;
• Demonstrated specialized experience justifying/defending programs and budgets.

Desired Skills

• Demonstrated knowledge of utilizing Microsoft Project for resource allocation;
• Demonstrated knowledge of Customer's core mission and how its program, budgets and resources that support the mission;
• Demonstrated knowledge of the U.S. Intelligence and DoD Funding Programs to include budgetary processes and funds execution;
• Demonstrated knowledge of fund execution policies for principal DoD appropriations;
• Demonstrated specialized experience researching, maintaining and presenting current and future budget analysis in the form of briefings to all management levels to support budget decisions.
