The position is located in Springfield, Virginia and is at the customer site with no remote work available. The contract length is 3 years before recompete. An active TS/SCI clearance is required, along with willingness to take a CI Polygraph.
Position Qualifications
- Expertise and experience in the execution of R&D funding.
- Knowledge of Financial Management Regulations, the FAR, DFARS and internal CUSTOMER policies and procedures for the execution of RDT&E, O&M, and PDW funding.
- Experience sending MIPRs, CUSTOMER AF-9s or DoD Purchase Requests (PRs), and or 7600s for the execution of funding.
- Experience drafting or reviewing execution documentation including but not limited to IGCEs, SOWs, D&Fs, etc.
- A Bachelor's Degree (BA/BS) or Master's Degree (MA/MS) in business, management, finance, accounting, or equivalent degrees.
- Greater than or equal to 15 years of work experience.
Job Description
The Contractor shall perform the following functions:
- Programmatic and Financial Support to Research requires SETA support that is separate from Financial Management (FM), for R&D program planning, budget building, acquisition support, and financial execution of Research, Development, Test, and Evaluation (RDT&E) and Operations and Maintenance (O&M) funding.
- This support will aid the PPE team, Technical Offices, and Pods in the programmatic and financial aspects of new and existing programs, projects, and acquisitions.
- Assist Technical Office Directors and Pods in forecasting, tracking, and updating the commitments, obligations, and expenditure data of RDT&E and O&M funding for prior fiscal year and current fiscal year office budget reviews.
- Provide program review support including support to annual Pod reviews and quarterly program reviews.
- Afford knowledge of RDT&E budget activity codes and policies concerning two-year funding to assist Research in planning, programming, and budgeting activities.
- Generate custom ad hoc financial reports to provide data for presentations, meetings, briefings, suspenses, and any other requirements needing financial data.
