Financial Analyst III - Trust & Fund Management
About the role
This Financial Analyst position supports the Trusts and Funds Management Section within the Financial Reporting & Operations Division (FRO), providing primary support to management in coordinating the development, implementation, and monitoring of financial activities, policies, and procedures for the City of Houston Local Government Corporations (LGCs), Component Units (CUs), and applicable nonprofit agencies.
Responsibilities
- Perform professional financial analysis and reconciliations, including monitoring and analyzing financial and audit reports for LGCs and/or CUs, with metrics such as revenues, expenses, financial trends, revenue, debt capacity, and operating and capital asset trends.
- Assist in daily administrative tasks related to the management of trust funds, the City’s deferred compensation plan, and other programs as assigned by management.
- Compile data and produce reports and presentations using Microsoft publishing tools.
- Assist with reconciling financial and accounting data.
- Develop and update administrative procedures as needed.
- Coordinate and conduct special long-term and short-term projects.
- Perform other duties as requested.
Working Conditions
This position is physically comfortable in a normal office environment with discretion over walking and standing; there are no major sources of discomfort.
Education Requirements
- Bachelor’s degree in Finance, Accounting, Business Administration, or a closely related field.
Experience Requirements
- Four years of professional experience in finance, economics, budget analysis, or a closely related area.
- Experience cannot substitute for the Bachelor’s degree requirement.
- A Master's degree in Finance, Accounting, Business Administration, or a closely related field may substitute for two years of the experience requirement.
Preferences
- Knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements.
- Ability to handle multiple projects simultaneously.
- Strong analytical ability to gather and interpret data effectively, provide solutions, and suggest improvements.
- Ability to conduct forecasting analyses and evaluate complex accounting and financial reporting.
- Preference given to eligible veteran applicants who meet the qualifications for the position.
Selection / Skills Tests Required
The department may administer a skills assessment test.
Salary Information
Factors used in determining salary include candidate qualifications and pay rates of other employees in this classification. Pay Grade: 21.
