As a Financial Analyst, you will play a key role in the planning, analysis, and execution of financial operations for the Corporate, Chief of Staff, and Finance budgets.

Responsibilities

  • Perform all aspects of the planning, analysis, formulation, justification, presentation, and execution of Working Capital Fund (WCF) budgets.
  • Interpret, analyze, and present budget guidance; consolidate submissions; prepare Program Objective Memorandum (POM) materials; and defend budget estimates to senior leaders.
  • Develop and analyze cash plans, financial lead times, collections/disbursements, and long-term financial projections.
  • Ensure processes comply with standard operating procedures, laws, and regulations; develop internal control test plans; and respond to audit requests.
  • Summarize, analyze, and present financial data from various sources, including system-generated reports, to meet internal management and external mandatory requirements.
  • Collaborate with managers and program managers to oversee the Division's operating budget, develop annual and multi-year budget requests, provide budgetary advice, and formulate and execute budgets.
  • Monitor, analyze, and articulate actual performance relative to budgeted financial goals and objectives.

Requirements

  • This position is designated as Non-Critical Sensitive under security requirements.
  • Fair Labor Standards Act (FLSA) status: Exempt.
  • Males born after December 31, 1959, must be registered or exempt from Selective Service.
  • Selectees must obtain a REAL ID or other acceptable identification to access certain federal facilities (TSA REAL ID information).
  • This position requires DoD Financial Management Level 2 certification within 2 years, in accordance with DoD Instruction 1300.26, DoD Directive 5118.03, and section 1599d of Title 10, U.S.C. Once obtained, you must maintain and improve proficiency.

Qualifications

To qualify for this position, your resume and supporting documentation must demonstrate one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Creditable specialized experience includes:

  • Overseeing all phases of the Planning, Programming, Budgeting, and Execution (PPBE) process for the Working Capital Fund, including developing budget guidance and defending Program Objective Memorandum and budget estimates.
  • Developing cash plans, analyzing collections/disbursements, applying financial lead times, and forecasting long-term financial impacts to support enterprise-wide financial management.
  • Applying analytical techniques to interpret Key Performance Indicators, assess variances, and evaluate enterprise-level financial trends.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
