About the Role
The Utah Department of Natural Resources (DNR) is seeking a Finance Director to direct and manage the fiscal activities of DNR. This is a career service exempt job with a direct reporting relationship to the Department Head and Deputy Directors.
Responsibilities
- Serves as the department's chief fiscal officer; advises executive, division, and agency directors regarding fiscal operations.
- Develops and implements department procedures and controls.
- Manages and reviews the formulation of the department's appropriation and division/region budget requests.
- Estimates and analyzes program needs, priorities, revenue sources, federal matching money, and legislation.
- Manages the allocation of federal, state, or other grants.
- Evaluates and applies executive and legislative guidelines for agency budget preparation and process.
- Assists department executive staff by providing detailed analysis of requests and defends proposals to the Governor, Legislature, Office of Planning & Budget, and the Office of Legislative Fiscal Analysts.
- Advises department executives and managers of fiscal problems and alternatives to minimize impact of revenue cutbacks and shortfalls.
- Explains and interprets state/federal guidelines to agencies and subordinate staff.
- Provides reports to agency management, the Governor's office, Legislature, and federal government on agency fiscal activity.
- Supervises professional-level personnel in fleet and accounting by making hiring recommendations, determining workload, delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions, including termination.
- Oversees legislative fiscal note submissions.
- Manages accounting or budget activities and provides fiscal information including forms, reports, and routines.
- Develops or modifies rules, policies, or standards.
- Reviews fiscal operations to ensure integrity, accuracy, and control of data.
- Develops and/or interprets fiscal statements and reports.
- Prepares and defends budget recommendations, requests, reports, proposals, and/or projections.
- Analyzes, summarizes, and/or reviews data; reports findings, interprets results, and/or makes recommendations.
- Reviews legislation to determine impact on the operation of an agency or the state; gives recommendations regarding fiscal notes and implementation of passed legislation.
- Monitors and evaluates contract/contractor performance to ensure compliance with contract; recommends action(s) to correct deficiencies.
- Writes, reviews, and/or negotiates grants, contracts, and/or agreements.
- Responds to inquiries and requests made by individual legislators, committees, or subcommittees, LFA, and GOPB.
Qualifications
- Principles, theories, and practices of budget management.
- Ability to weigh the relative costs and benefits of potential actions, prepare financial reports and documentation, determine how money will be spent, and account for expenditures.
- Use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions and make decisions or solve problems.
- Knowledge of applicable laws, rules, regulations, and/or policies and procedures.
- Experience supervising others by assigning/directing work; conducting employee evaluations, staff training and development, taking appropriate disciplinary/corrective actions, and making hiring/termination recommendations.
- Ability to speak clearly, concisely, and effectively; listen to and understand information and ideas as presented verbally.
- Ability to communicate information and ideas clearly and concisely in writing; read and understand information presented in writing.
- Principles, theories, and practices of purchasing goods and services, bid, quote, and award procedures.
- Ability to deliver presentations or training using acceptable methods and techniques.
- Knowledge of agency and/or organizational programs.
- Principles, theories, and practices of administrative rulemaking.
- Procurement and/or administration of contracts, grants, loans, or similar agreements.
- Principles, theories, and practices of employee relations.
- Principles, theories, and practices of the legislative process.

- Risks found in the typical office setting, which is adequately lighted, heated, and ventilated (e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations).
- Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, or driving an automobile.

Pay
$51.44 - $90.31 per hour.
