Field Principal, Contract Management
About the role
This position provides oversight for contract management activities on Fluor projects, generally as a lead over several minor or a few major contracts. The role ensures compliance with all statutes, regulations, and contract terms and conditions through assigned contract administrators. The Principal, Contract Manager reports to senior leadership on the health of assigned projects, participates in developing and approving contracting strategies, and reviews and approves contract awards within delegated authority. The role involves limited supervisory oversight, acting as a lead for contract execution, and providing training to contract administrators on Fluor’s and project practices.
The role supports Contract Management activities on large-scale projects with a work scope of US$250 million to US$1 billion (or global equivalent). Duties include assisting with pre-award and post-award activities, analyzing commercial sections of proposals, coordinating technical evaluations, and preparing contract recommendations.
Responsibilities
- Perform duties and act on own initiative on assigned contracts of increasing complexity and value.
- Read and understand the Prime Contract, lead internal Request for Proposal (RFP) processes, attend RFP explanation meetings, contract pre-award meetings, final negotiations, and draft/finalize contract documents.
- Analyze commercial sections of proposals and coordinate technical proposal evaluations; develop final proposal evaluations and prepare contract recommendations for the project team and/or client.
- Prepare, maintain, retrieve, and communicate records, reports, or documents required to meet corporate and Contract Management requirements.
- Develop and deliver formal presentations as needed.
- Perform Contractor resource surveys and develop contract risk assessment matrices; participate in risk reviews and project functional audits.
- Prepare Project Contract Procedures and develop standard contract templates for projects.
- Coordinate the timely issue, distribution, and response of documents to contractors, and maintain control of Site Instructions.
- Perform post-award contract management activities, including evaluating contractor productivity, schedule adherence, change management, invoicing, and claims avoidance.
- Perform closeout of contracts, finalize outstanding issues, issue final modifications, invoices, and coordinate contractor performance evaluations.
- Interface with all levels of the project team and represent Fluor with internal and external management and corporate personnel.
- Ensure contract compliance, timely generation of progress reports, schedules, status reports, invoices, and supporting documents.
- Provide required contract input to the strategic business unit.
- Maintain working knowledge of Fluor’s Contract Management Standards, programs, and goals through training and knowledge management portals.
- Stay current with Contract Management practices and procedures, and remain informed of developments within the Contract Management group.
- Other duties as assigned.
Requirements
- Accredited four-year degree or global equivalent in an applicable field of study and eight (8) years of work-related experience, or a combination of education and directly related experience equal to twelve (12) years if non-degreed. Some locations may have additional or different qualifications.
- Must be a U.S. Citizen.

- Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines.

Preferred Qualifications
- Accredited degree or global equivalent in Business, Construction Management, or Law.
- Eight (8) years of contract management, subcontract administration, and procurement experience supporting engineering and construction projects.
- Experience developing and negotiating contract terms and conditions for services, construction, engineering, materials, and equipment installation.
- Strong understanding of contracting principles and legal terms and conditions.
- Broad understanding of the construction industry and contract language associated with engineering, procurement, fabrication, and construction/construction management (EPFC/CM).
- Experience administering the Request for Proposal (RFP) process for contractors on heavy industrial construction projects.
- Experience managing the Contractor pre-qualification process and conducting commercial evaluations, including Q&A and clarifications with bidders.
- Experience negotiating commercial terms and final contract prices with bidders.
- International experience is a plus.
- Contract Management experience in both field and home office locations.
- Lump Sum Turn Key (LSTK) Contract Management experience is a plus.
- Ability to understand technical terminology and developments, and to develop/follow procedures.
- Administrative and organizational skills, with some basic knowledge of contract types and terms.

Pay
Salary range: $83,000.00 - $154,000.00. The market rate for the role is typically at the mid-point of the salary range; final salary is determined by candidate qualifications, relevant experience, geographic location, internal pay equity, and prevailing market conditions.
