FIELD OFFICER CAPTAIN
About the role
The Office of Police Operations (OPO) within HRA's Department of Social Services (DSS) is recruiting for one Supervising Special Officer III to function as Field Officer Captain. OPO manages approximately eighty uniformed Peace Officers and more than 450 contracted security guards assigned to HRA facilities citywide, with primary responsibility to protect the safety of HRA's employees, clients, and physical assets, and to provide security for special events, construction, work outside normal business hours, and emergencies. Special Officers hold Peace Officer status with arrest powers, providing security for staff, customers, and visitors at HRA locations throughout the five boroughs.
Responsibilities
- Provide direction and guidance to Supervising Special Officers Level I and II (Sergeants and Lieutenants) charged with administration, supervision, coordination, and monitoring of private contract guards assigned to HRA facilities in a specified geographical area, usually consisting of four or more locations with between 75 and 100 private contract guards.
- Supervise, schedule, and evaluate the performance of Supervising Special Officers Level I and II assigned to HRA locations to ensure security policies are strictly adhered to and City/HRA rules and regulations with respect to security are enforced.
- Conduct routine on-site inspections of facilities to ensure Supervising Special Officers Level I and II are properly monitoring private contract guards in accordance with contract specifications and that locations are secure.
- Supervise, review, and ensure appropriate action is taken on all reports of incidents, infractions, and potentially dangerous situations.
- Establish effective relationships with local police precincts to ensure effective response and necessary police action when necessary.
- Participate with the Assistant Deputy Commissioner in the formulation and implementation of specific goals, objectives, policies, procedures, and measures for effective security at HRA locations.
- Prepare reports and make recommendations on all issues, concerns, and complaints by program facility staff regarding the provision of security by private security personnel.
- Participate in the development and implementation of training for Supervising Special Officers Level I and II and private contract guard personnel on the proper discharge of their duties.
Minimum Qualifications
A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and one year of full-time satisfactory experience in the field of law enforcement, protection, or security.
Individuals serving in this title are designated as Peace Officers by the New York State Criminal Procedure Law. All candidates must be qualified to serve as Peace Officers and must satisfy the training requirements established by the State of New York for Peace Officers and obtain certification, which must be maintained for the duration of employment.
Assignment Level II Qualification
- One year of experience as a Supervising Special Officer-Assignment Level I; or
- In addition to meeting the minimum qualification requirements for Assignment Level I above, one year of experience in the field of law enforcement, protection, or security in a supervisory capacity.
Assignment Level III Qualification
- Two years of experience as a Supervising Special Officer; or
- In addition to meeting the minimum qualification requirements for Assignment Level I above, two additional years of full-time experience in the field of law enforcement, protection, or security, at least one year of which must have been in a supervisory or administrative capacity.
