Position Summary

The Field Implementation Manager leads and oversees a team of six Field Coordinators to deliver technical assistance and capacity-building activities to the Regional Departments of Health and Agriculture, Local Government Units, and private and non-government partners to support the achievement of STRIDES objectives. The Manager will also supervise two STRIDES staff members who will be seconded to the Department of Health. The role works closely with Technical Leads, the Project Operations Manager, the Finance Team, and consortium partners to ensure effective and coordinated service delivery.

Key Responsibilities

  • Actively support the preparation of the annual work plan and budget (with monthly breakdown), ensuring alignment with STRIDES goals and coordination with consortium partners, DOH, DA, and local stakeholders.
  • Identify implementation risks and develop mitigation measures to support smooth and timely activity delivery.
  • Ensure technical assistance activities are delivered on schedule and documented according to FHI 360 policies and procedures.
  • Conduct regular supervisory field visits to monitor progress, validate implementation status, and engage program partners.
  • Address and resolve technical, administrative, and policy issues affecting activity implementation.
  • Prepare monthly performance reports covering activity completion, progress toward objectives, budget utilization, and compliance with internal controls.
  • Ensure staff adherence to institutional activity development, monitoring, and evaluation systems.
  • Monitor sub-contractor performance (if applicable), ensuring achievement of targets and compliance with contract terms.
  • Serve as a resource person, trainer, or consultant in areas of specialization.
  • Represent STRIDES and FHI 360 in NGO networks, consortia, and multisectoral or inter-agency activities relevant to the work area.
  • Coordinate with other FHI 360 units to ensure integrated technical and administrative support across related activities.
  • Perform additional tasks as assigned by management to support STRIDES implementation.

Education/Required Job Experience

  • Master's Degree (or equivalent) in public health, epidemiology, health administration, project management, international development, or related field, is preferred.
  • Typically requires 7+ years of relevant experience in implementing public health programs and/or supervising field teams, programs/services.
  • Knowledge of USG and non-USG rules and regulations, common mechanisms of funding, contracting concepts and principles from the solicitation phase to post-award administration.
  • Prior work experience in an NGO, government agency or private organization.
  • Demonstrated technical leadership and ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Experience in working effectively across various teams within the project and organization and building and sustaining positive working relationships with non-government organizations, private sectors, government and other stakeholders.

  • Excellent oral and written English and Tagalog including documentation skills.

Pay

The expected hiring salary range for this role is PHP 1,200,000 - 1,800,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
