Federation Manager (Engineer Systems 3)

About the role
We are seeking a Systems Engineer 3 – Federation Manager to support Navy Surface Warfare Center – Corona (NSWC Corona) in delivering Marine Corps Live, Virtual, and Constructive (LVC) training. This role focuses on operational testing, development, and integration of Navy and Marine Corps LVC training systems to ensure compatibility, interoperability, and alignment with USMC and Fleet training needs. The position is located at the Training Support Center (TSC), Marine Corps Base Kanohe Bay, HI, and requires flexibility to adapt to evolving business, customer, and contractual requirements.
Responsibilities
- Maintain operational readiness of the LVC federation, ensuring calibration, synchronization, and scalability for training exercises.
- Oversee implementation and management of DIS (Distributed Interactive Simulation) and High-Level Architecture (HLA) protocols to standardize data exchange and interoperability.
- Stand up and configure HLA federations for training exercises, ensuring proper integration and real-time performance monitoring.
- Manage and synchronize enumerations across simulation platforms to maintain data integrity and prevent conflicts.
- Assess and ensure compatibility of simulation systems with DIS and HLA protocols, verifying hardware and software configurations.
- Coordinate system updates and upgrades to maintain protocol compatibility and enhance integration.
- Conduct integration testing to verify compatibility with DIS and HLA protocols and address issues hindering interoperability.
- Diagnose and resolve technical issues related to DIS and HLA protocols during live, virtual, or constructive exercises.
- Provide real-time technical support during LVC training exercises to minimize disruptions.
- Perform root cause analysis for recurrent or critical protocol-related issues and implement long-term solutions.
Requirements
- 5 years of relevant experience with a Bachelor’s degree in a related field; 3 years with a Master’s; or 0 years with a PhD/Juris Doctorate; or a High School Diploma/equivalent with 9 years of relevant experience.
- Must currently hold and maintain a U.S. Secret security clearance.
- Familiarity with Linux (command line) and Windows operating systems.
- Technical leadership ability to address issues during LVC training events and assign engineers from appropriate domains.
- Excellent written and verbal communication skills for collaboration across organizational levels.
- Proficiency with MS Office.
- Current CompTIA Security+ certification.
Preferred Qualifications
- Bachelor’s degree in Computer Science, Computer Engineering, or a related discipline with 6–8 years of experience.
- Knowledge of distributed simulation protocols such as HLA and DIS.
- Familiarity with networking concepts, architectures, and protocols (e.g., TCP/IP, UDP).
- Experience with MS Visio for technical architecture drawings.
- Knowledge of Navy C4I tactical systems (e.g., Link 16, GCCS).
- Experience working with Navy systems and/or commands.
Physical Requirements
- Office, industrial, or shipboard environment.
- Capable of climbing ladders, tolerating confined spaces, and extreme temperature variances.
- Ability to lift and move materials as required.
Pay
Anticipated salary range: $99,960 – $130,000.
