Federal Accounting Subject Matter Expert (SME)

Key Responsibilities

• Functional Model Translation: Deconstruct manual federal ledger records, treasury guidelines, and legacy accounting tables, translating them into technical Functional Requirement Models (FRMs).
• Data Quality Validation: Analyze transactional exceptions and variance alerts to build automated data-quality patterns, reference data crosswalks, and cleansing logic.
• Customer Support: Provide functional technical support to end-users, field offices, and financial hubs, ensuring their business concerns are resolved during system cuts.

Must-Have Skills (Required)

• U.S. Citizenship required
• Bachelor’s Degree from an accredited college or university
• 10+ years of professional industry experience navigating complex enterprise-wide financial management applications
• 5+ years acting as a dedicated accounting or functional SME, translating manual ledgers, sub-ledgers, and business practices for technical developers
• Clear understanding of federal accounting policies, including regulations such as OMB Circulars (A-123, A-127) or Treasury Financial Manual standards
• Proven ability to capture functional requirements, define user story acceptance criteria, and contribute to Requirements Traceability Matrices

Nice-to-Have Skills (Preferred)

• Direct functional experience with legacy federal core accounting systems or modern CGI Momentum platforms
• Experience collaborating with data scientists or technical data cleansers to optimize crosswalk validation logic
