About the role

The FBH Clinical Manager is an inspirational and innovative clinical leader and member of the FBH Site Leadership Team, fostering and working collaboratively to forward the values and goals of the Family Behavioral Health Site. The Clinical Manager is responsible for providing clinical, operational, and administrative system leadership and support to the Site Director, Clinical Supervisors, and all direct service operations staff.

Responsibilities

  • Directly supervise an array of clinical field staff, including Clinicians, Family Support Specialists (FSS), Certified Peer Counselors, and Behavioral Support Specialists (BSS).
  • Provide clinical supervision, clinical training, professional development, and field supervision for a team of supervisors and/or a clinical team serving children, youth, and their families in homes, schools, and the community.
  • Deliver comprehensive clinical training to staff providing services to children/youth and their families with intensive needs, including field coaching/mentoring, urgent safety crisis response and planning, team meeting facilitation, assessment, and intake processes.
  • Demonstrate knowledge of therapeutic interventions and provide leadership to clinical teams to facilitate evidence-based and promising clinical practices, including individual and family therapies.
  • Ensure clinical teams respond in real time to child/family needs, adjusting interventions to meet therapeutic, crisis, and safety requirements.
  • Participate in clinical decisions for high-risk, complex situations on a 24/7 basis, including assessing risk and safety of children/youth in foster care placement.
  • Evaluate and make recommendations regarding psychiatric hospitalizations of children and youth in services.
  • Support the Site Director in making staffing recommendations to ensure safe coverage and service delivery.
  • Maintain proficiency in determining diagnostic medical necessity (per Medicaid) for initial and ongoing service authorization.
  • Ensure contractual goals for clinical intensity are met by reviewing service intensity through the FBH Electronic Health Record (EHR).
  • Work collaboratively with operations staff to manage team resources, including concrete funds for consumers and their families.
  • Provide training and support for clinical supervisors in fiscal oversight, including monitoring concrete costs, hourly staff time, and expenditures.
  • Train supervisors in using technology and EHR to track service utilization and consumer outcomes.
  • Monitor team and child/family expenditures to ensure authorized services/expenses meet basic needs, safety, or service completion.
  • Review and approve purchase orders and special checks as requested by supervisors/clinicians.
  • Communicate the mission and guiding principles of FBH in the community through teaching, advocacy, and collaboration with schools, courts, medical and behavioral health systems, and other agencies while maintaining confidentiality.
  • Coordinate and collaborate with community referents (e.g., schools, Children’s Administration social workers, and other mental health providers) to support access to services.
  • Respond to community concerns and feedback, ensure consumer satisfaction, and participate in the grievance process and resolution.
  • Act as a primary contact for Behavioral Health Organizations (BHO) and Managed Care Organizations (MCO) funders, providing clinical staff support and emergency clinical assistance.
  • Ensure compliance with Family Behavioral Health policies, procedures, contracts, and applicable state and federal regulations.
  • Participate in strategic planning, leadership meetings, and quality improvement activities.
  • Maintain positive working relationships with professionals, child providers, community organizations, and individuals.
  • Supervise site checking account, MasterCard, petty cash, and other financial resources.
  • Uphold a culture of privacy and security in a highly confidential work environment (HIPAA-covered entity).
  • Comply with all policies and procedures involving access to and safeguarding of client Protected Health Information.

Requirements

  • Master’s degree in Social Science, Mental Health, or a related field.
  • MHP (Mental Health Professional) and CMHS (Children’s Mental Health Specialist) as defined by WAC.
  • 6+ years of clinical experience with at least 3 years of supervisory experience.
  • Demonstrated technical ability in supervision, including coaching, mentoring, and directing staff.
  • Ability to deliver completed products within expected time frames.
  • Knowledge of the Wraparound approach, FBH Guiding Principles, and CCS mission and values.
  • Ability to persuade those with differing views and instill confidence in community partners.
  • Maturity, calmness, and ability to handle multiple disruptions, sudden shifts in work hours/days, and shifting priorities.
  • Ability to make high-risk decisions in environments with limited or shifting information.
  • Proven ability to flexibly respond while maintaining product delivery.
  • Demonstrated professional judgment and political sensitivity.
  • Reliable transportation, valid driver’s license, auto registration, and automobile insurance.
  • Acceptable driving record per CCS’ driving policy (current driving abstract required).
  • Demonstrated ability to deliver culturally competent services and work effectively in multi-cultural situations.
  • Support and uphold the mission, beliefs, and values of Catholic Community Services and Catholic Housing Services.

Pay

Starting Salary Base Range: $114,121.78 - $128,387.00 (Internal candidates: HR reviews internal compensation based on experience and agency internal equity factors.)
