Facility Security Officer (FSO)

About the Role

The Facility Security Officer (FSO) is responsible for implementing the industrial security program and ensuring company and customer security requirements are met. The successful candidate will interface with all levels of Stellant personnel and government management personnel to ensure contract security compliance with National Industrial Security Operating Manual (NISPOM), DoD Manual 5205.07, Contract Security Classification Specification (DD254), and Program Classification Guides. The position requires a self-motivated candidate capable of working in an independent or team environment with minimal direction.

Responsibilities

• Conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet requirements.
• Make critical security decisions concerning high-value contracts and implement security procedures to prevent unauthorized access to company and government facilities or information.
• Interpret company and government security policies and apply them to program operations; provide clear guidance to company employees and recommend modifications to operations policies or procedures as appropriate.
• Administer day-to-day security programs: personnel processing, program reviews, document control system, audits & self-inspections, violation investigations & reports, receipt/dispatch/destruction/mail logs, visit certs, etc.
• Create and conduct initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings, and refresher briefings.
• Develop and establish an effective security awareness, training, and education program.
• Maintain thorough working knowledge of 32 CFR Part 117 (NISPOM), other relevant DoD security guidance, and Intelligence Community Directive (ICD) standards.
• Understand Physical Security requirements, including collateral Closed Areas.
• Utilize security databases such as DISS, eQIP, and NISS.

Requirements

• Minimum 2 years of experience in Industrial Security.
• Active Secret security clearance.
• Strong communications skills, both oral and written.
• Self-starter with ability to work independently and customer-service oriented.
• Commitment to security and delivering the highest value to customers.
• FSO certification with minimum 2 years of experience as an FSO preferred.

Professional Certifications

• Required: IS030.CU FSO Management for Possessing Facilities – 14-course curriculum that prepares new FSOs for duties and responsibilities in a possessing facility. No prerequisites.
• Highly Suggested by DCSA:
  • IS121.10 Getting Started Seminar for New Facility Security Officers – Allows new FSOs and security personnel to learn and apply fundamental NISP requirements in a collaborative environment. Prerequisites: IS011.16, IS128.16, INT101.16, CI112.16 (all exams completed).
  • IS128.16 Preparing the DD Form 254 – Overview of the DD Form 254 and guidance on its purpose and preparation.
  • INT101.16 Insider Threat Awareness – Understanding of how Insider Threat Awareness is essential for a comprehensive security program.
  • CI112.16 Counterintelligence Awareness and Security Brief – Awareness of potential threats to U.S. technology and reporting suspicious activities.
  • PY011.16 Introduction to Physical Security – Basic understanding of theories and principles for protecting DOD assets.

Pay

$90,000–$120,000/year, depending on experience.
