Facility Operations Specialist (Electrical)
About the role
Incumbent is a senior building operations specialist responsible for the McNamara Headquarters Complex (HQC) interior furnishings, design, and space management. Plans, coordinates, and administers the execution of interior furnishings, maintenance, repair, alterations, and construction on a 100-acre complex.
Serves as the Contracting Officer’s Representative for the systems furniture contract, Interior Design contract, and furnishings purchase orders. Identifies specific requirements for funding, manpower, materials, and services needed to support the program. Monitors and enforces Federal, DoD and DLA, EPA policies, guidance and laws, safety regulations, and other policies. Plans layouts of office space using a variety of systems, including AutoCAD.
Responsibilities
- Plan, coordinate, and administer interior furnishings, maintenance, repair, alterations, and construction projects.
- Serve as the Contracting Officer’s Representative for systems furniture, interior design contracts, and furnishings purchase orders.
- Identify funding, manpower, materials, and service requirements to support the program.
- Monitor and enforce compliance with Federal, DoD, DLA, EPA, and safety regulations.
- Plan and design office space layouts using AutoCAD.
Requirements
- Must be a U.S. citizen.
- Tour of Duty: Rotating Shifts.
- Security Requirements: Critical-Sensitive with Top Secret clearance.
- Appointment is subject to a favorable suitability or fitness determination; unfavorably adjudicated background checks will be grounds for removal.
- Fair Labor Standards Act (FLSA): Exempt.
- Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.

Qualifications
To qualify for a Facilities Operations Specialist, your resume and supporting documentation must support one year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly related to this role.
To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Creditable specialized experience includes:
- Planning and managing building projects, including repairs, office moves, and construction.
- Resolving reported building maintenance issues and performing daily facility inspections.
- Inspecting contractor performance for quality assurance and negotiating change orders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Substitution of education may not be used in lieu of specialized experience for this grade level.
