Executive Senior Associate Athletics Director- Governance and Compliance, Athletics

This position will report directly to the Deputy Athletics Director/Senior Woman Administrator (Deputy AD/SWA) and must work closely with all others involved in carrying out the philosophy and objectives of the intercollegiate athletic program.

Responsibilities

• Serve in a senior leadership capacity for the Department of Intercollegiate Athletics.
• Create and implement operational policies and procedures, practices, and standards in consultation with the Deputy AD/SWA to ensure optimal efficiency within the department. This position may include sport oversight, including operation and conduct of the sport or unit.
• Monitor work schedules, timesheets, leave requests, and overtime; responsible for hiring, training, and evaluations.
• Communicate with the head coach on program development, budget, rules, and scheduling issues.
• Advise and assist the Director of Athletics on personnel matters within the program.
• Attend select home and away competitions to observe coaches and student-athletes for compliance with regulations.
• Assist in game management duties to ensure quality, safety, and enjoyment of university athletic events; function as the home game administrator.
• Administer the operation and conduct of the Athletics Compliance unit and rules compliance program, ensuring compliance with NCAA, College Sports Commission (CSC), Big 12, and West Virginia University regulations.
• Direct the athletics compliance staff in establishing compliance strategies and monitoring systems for NCAA rules, regulations, guidelines, and policies.
• Supervise assigned personnel; delegate and prioritize responsibilities; monitor work schedules, timesheets, leave requests, and overtime; handle hiring, training, and evaluations.
• Serve as the Department lead on student-athlete name, image, and likeness (NIL) and revenue-sharing matters, including education and monitoring of student-athletes, coaches, staff, and constituents.
• Coordinate with Gold and Blue Enterprises and the WVU Trademark and Licensing office to ensure student-athlete compliance with WVU, CSC, NCAA, and State of West Virginia rules.
• Provide oversight of systems for communication, organization, documentation, and evaluation to establish accountability in compliance oversight.
• Oversee procedures and processes to ensure institutional representatives understand and follow NCAA regulations.
• Oversee and monitor computerized compliance systems, including CARA (Countable Athletically Related Activities), complimentary admissions, sideline passes, recruiting activity, student-athlete employment, and camps/clinics.
• Direct investigation and reporting of NCAA rules violations to the Big 12 Conference and/or NCAA, including preparing detailed reports with findings.
• Serve as advisor to senior leadership on NCAA and Conference governance issues; direct review and determination of institutional positions for potential legislative changes.
• Develop procedures, systems, and auditing practices to ensure rules compliance; coordinate self-studies of compliance within the athletic department.
• Administer the development and delivery of NCAA rules educational programs, seminars, workshops, and meetings for coaches, staff, student-athletes, and WVU personnel.
• Provide oversight of the gambling education program.
• Identify responsibilities of athletics staff for implementing and supervising compliance systems; develop and document a general responsibility matrix.
• Compile and facilitate NCAA and conference waivers and appeals.
• Communicate with departmental and university personnel regarding compliance issues; implement extensive rules education programs.
• Advise and assist the Vice President/Director of Athletics and President’s Office on matters relating to rules compliance and legislation.
• Research rule interpretations for athletic department staff, including questions from coaching staff, athletic administrators, and other departments.
• Serve on various departmental, campus, state, and regional professional committees.
• Actively participate in game day duties for football and other athletic events; attend select competitions and practices to ensure compliance.
• Provide oversight of the High-Profile Student-Athlete Educational and Monitoring Program; assist in identifying student-athletes and implementing additional education and monitoring efforts, including oversight of the Agent Policy.
• Administer rules education materials to representatives of athletics interests (boosters), ensuring annual education or referral to NCAA legislation.
• Maintain professional growth through seminars, workshops, and professional affiliations; stay current with NCAA legislation changes.
• Perform other job-related duties as assigned by the Vice President/Director of Athletics or designee.
• Maintain knowledge of and comply with all rules, regulations, policies, and guidelines of West Virginia University, the Big 12 Conference, CSC, and the NCAA; adhere to NCAA Bylaw 11.1 Conduct of Athletic Personnel.
• Represent the University professionally with dignity, integrity, and ethical behavior; respect the rights and dignity of individuals with sensitivity to racial and ethnic differences.
• Demonstrate a cooperative attitude toward all sports within the intercollegiate athletic program.

Requirements

• Master’s degree required, preferably in business, public administration, sports administration, or related field.
• Minimum of six (6) years of experience in NCAA rules compliance at the Division I level.
• Any equivalent combination of related education and/or experience will be considered.
• All qualifications must be met by the time of employment.
