About the role

The New York City Comptroller’s Office works to promote the financial health, integrity, and effectiveness of New York City government to strengthen trust, secure a thriving future for all New Yorkers, and build a more just, equitable, and resilient city. Led by an independently elected citywide official, the office provides checks and balances to hold City government accountable for budgeting wisely, investing responsibly, operating efficiently, acting fairly, and addressing long-term challenges.

The Bureau of Administration delivers strategic support services to empower Office of the New York City Comptroller employees, including Human Resources, Procurement, Payment, Facilities Management, and Budget Management. Reporting to the Assistant Comptroller for Employment Services, the Executive Director of Human Resources & Labor Relations will provide operational leadership for all human resources and labor relations activities at the Comptroller's Office.

Responsibilities

  • Oversees HR operations and records management
  • Directs recruitment, onboarding, and workforce development programs
  • Oversees performance management and employee evaluations programs
  • Leverages technology to accomplish unit goals
  • Develops and manages unit budgets
  • Ensures compliance with federal, state, and local employment laws, collective bargaining agreements, and DCAS rules & procedures
  • Develops, updates, and administers Standard Operating Procedures for operational units
  • Performs other duties as required

Requirements

Minimum Qualifications:

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following:
    • Working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research
    • Management or methods analysis, operations research, organizational research, or program evaluation
    • Personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management
    Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity, including supervising staff performing professional work in the areas described above.
  • A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described above, including the 18 months of executive, managerial, administrative, or supervisory experience.
  • An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described above, including the 18 months of executive, managerial, administrative, or supervisory experience.
  • A four-year high school diploma or its educational equivalent and eight years of satisfactory full-time professional experience as described above, including the 18 months of executive, managerial, administrative, or supervisory experience.
  • A combination of education and/or experience equivalent to the above. College education may be substituted for professional experience at the rate of 30 semester credits for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described above, including the 18 months of executive, managerial, administrative, or supervisory experience.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. Eligibility will be discussed during the interview process.
