About the Role
The incumbent serves as the Executive Director for Logistics Policy and Programs, providing executive leadership in integrating and synchronizing key business and supply chain management functions across multiple classes of supply with warfighter requirements.
Key responsibilities include:
- Ensuring the availability of consistent and auditable Agency capabilities.
- Managing the Agency's Sales and Operational Planning (S&OP) process to align resources across demand and supply chains, ensuring warfighter support outcomes are achieved with optimal efficiency.
- Advising the J3 Director as the Agency's "voice of the business" to apply capabilities against identified and validated warfighter requirements.
- Leading directorate transformation initiatives and interfacing with associated Agency transformation programs.
- Serving as J3's lead on the enterprise Flag/GO/SES-level Partner's Board, the Agency's senior decision-making body for program integration and transformational initiatives.
- Overseeing and managing enterprise-wide internal processes to deliver value-added logistics solutions to warfighters, including stabilizing and improving order fulfillment, demand planning, forecasting, and tech/quality processes.
- Reducing lead-times, blocked purchase requisitions, unfilled orders, and improving warfighter support fill rates to prevent backorders.
- Refining planning process parameters (e.g., safety stock, coverage durations) to ensure optimal support to the warfighter.
- Providing oversight for global alignment and optimization of supplies in the DLA Distribution system to reduce transportation times to the warfighter.
- Ensuring the use of alternatives to forecasting methods where forecasting is less efficient.
- Directing long-term management of DLA business operations in materiel policy, process, and assessment to support worldwide supply operations.
- Modernizing business operations and incorporating best commercial practices to sustain an annual supply program of approximately $44 billion.
The role directly impacts worldwide supply support to approximately 150,000 warfighters, including all Armed Forces and Federal agencies.
Responsibilities
- Align resources across all demand and supply chains through a robust S&OP process to link supply and demand and increase warfighter collaboration capabilities.
- Provide continuity of operations and functional expertise critical to the long-term mission success of DLA as a supplier of logistics goods and services.
- Oversee business operations that enable DLA Headquarters and Major Subordinate Commands to perform worldwide supply support.
- Support Agency interaction with COCOMs, Services, and warfighters through modernized business operations and best commercial practices.

Qualifications
Candidates must demonstrate the following Technical Qualifications (TQs) and Executive Core Qualifications (ECQs) within their resume (not to exceed 2 pages). Resumes exceeding this limit will be disqualified.
Technical Qualifications (TQs):
- TQ 1: Experience in leading enterprise-level logistics business process management in order fulfillment, planning, tech/quality, and supply chain management supporting wholesale and retail warfighters.
- TQ 2: Experience applying methods such as Artificial Intelligence and Machine Learning to improve business system process management and leverage outputs to enhance warfighter performance.

Candidates who are members of the SES, have been certified through an OPM-approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility must provide proof (e.g., SF-50, QRB certification).
Additional Information
- This is an A&S workforce position per 10 USC Section 1721 and regulations issued by the Under Secretary of Defense for Acquisition & Sustainment. It is a Workforce Critical Acquisition Position (CAP) requiring certification in the Contracting career field. Only members of the Acquisition Corps will be placed into the position unless a waiver is approved.
- The incumbent must be certified at DAWIA Level III in the applicable career field(s) and possess 10 years of acquisition experience, with at least four years performed while assigned to a CAP.
- Organizational and geographical mobility is essential for SES leaders. Selected individuals may be subject to reassignment across geographical, organizational, and functional lines and must sign a Reassignment Rights and Obligation Agreement.
- The position is tiered based on scope, breadth, functions, and placement within the organizational structure to determine pay range.
- Veteran's preference does not apply to the SES.
- All applicants tentatively selected for employment in a testing-designated position are subject to urinalysis for illegal drug use prior to appointment. Refusal to be tested will result in a six-month employment denial with DLA.
