Department: Logistics  |  Location: Katy, TX

About the role

Cotton Holdings, Inc. is a diversified holding company that provides property restoration, construction, roofing, logistical support, temporary workforce housing, and culinary services worldwide. The Estimator will develop accurate, detailed, and executable estimates for base life support, workforce housing, camp operations, temporary facilities, and other remote or contingency support solutions. This role focuses on building operationally grounded pricing models and technical solution packages rather than traditional construction estimating.

Responsibilities

  • Review and analyze statements of work, client requirements, operational concepts, drawings, and specifications to develop accurate and supportable estimates.
  • Build discrete estimates for labor, materials, equipment, subcontracted services, logistics, transportation, mobilization, demobilization, and recurring operational services.
  • Develop Basis of Estimate (BOE) packages that document pricing methodology, cost assumptions, execution logic, and estimate rationale.
  • Support the creation of Concepts of Operation (CONOPS) and technical approaches that align pricing with delivery models and operational execution plans.
  • Prepare and document assumptions, exclusions, clarifications, and qualifications to ensure pricing is complete, defensible, and commercially sound.
  • Identify cost drivers, operational risks, scope gaps, and dependencies that may affect pricing or execution.
  • Coordinate with operations, procurement, business development, and leadership to ensure estimates reflect realistic field execution and market conditions.
  • Solicit, obtain, and evaluate vendor and subcontractor quotes; validate pricing inputs for completeness, scope alignment, commercial reasonableness, lead times, and feasibility.
  • Incorporate third‑party quotes into estimate packages in a clear and traceable manner.
  • Support the development of proposal pricing packages and related technical content, including narratives, clarifications, and supporting documentation.
  • Participate in reviews of solicitation documents and proposal requirements to ensure pricing aligns with scope and submission intent.
  • Maintain organized estimate files, assumptions logs, exclusions, and pricing backup in accordance with company standards; ensure all deliverables are complete, accurate, consistent, and version‑controlled.
  • Contribute to continuous improvement of estimating templates, pricing tools, cost models, and estimate development processes while adhering to company policies and applicable contractual and compliance requirements.

Requirements

  • Bachelor’s degree in business, logistics, project management, engineering, construction management, operations management, or a related field preferred; equivalent relevant work experience may be substituted.
  • Minimum 5 years of experience in estimating, proposal support, operations support, procurement, pricing, or technical solution development in service‑based, operational, or remote support environments.
  • Demonstrated experience building bottom‑up cost estimates, Basis of Estimate packages, and supporting estimate narratives.
  • Strong background in base life support, workforce housing, camp operations, temporary facilities, remote site support, or contingency logistics is strongly preferred.
  • Experience obtaining and analyzing vendor and subcontractor pricing and integrating those inputs into complete estimate packages.
  • Proficiency with Excel and cost‑modeling tools; strong analytical, organizational, and written communication skills.
  • Ability to develop discrete cost estimates from concept through detailed pricing build‑up and to manage multiple efforts simultaneously under deadlines.
  • Familiarity with BOE development, CONOPS, technical approaches, assumptions, exclusions, and estimate qualifications.
  • Working knowledge of life‑support elements such as lodging, food service, sanitation, laundry, housekeeping, utilities, maintenance, transportation, and site support services.

Why Cotton?

  • Impactful work that supports communities through critical projects.
  • Collaborative culture with an innovative and supportive team.
  • Opportunities for career growth and hands‑on experience in a fast‑paced industry.
  • Company values of Action Orientation, Collaboration, and Accountability.
  • Emphasis on integrity, professionalism, and data‑driven decision making.
