ESS Product Support / Acquisition Logistics Specialist
Responsibilities
Provide SE&I technical services in product support, sustainment planning, and acquisition logistics to the Government Program Office for the Evolved Strategic SATCOM (ESS) system, including space, ground, and cryptographic segments.
Provide subject matter expertise (SME) for integration of sustainment requirements and considerations into systems engineering, acquisition planning, and lifecycle execution, ensuring mission readiness and long-term system supportability.
Provide logistics planning, analysis, assessment, technical writing and review of documentation, and integration for the ESS system (space vehicle, ground, network and mission management) during the acquisition lifecycle; assess programs against the 12 Integrated Product Support Elements.
Provide acquisition logistics SME in developing ESS Acquisition Strategy, Product Support Strategy, systems engineering lifecycle, requirements development and verification, system design, support to technical reviews (SRR, PDR, CDR, TRR, FRR), and Milestone Decision Events.
Develop, assess, evaluate, and coordinate logistics planning documents to implement a logistics life cycle integrated product support strategy for system fielding and to achieve program milestones, such as requirements products, Life Cycle Sustainment Plan (LCSP), Depot Source of Repair(s) (DSOR), Depot Maintenance Activation Plan(s) (DMAP), policy/instructions, hardware/software licenses and warranties, sustainment concepts, technical orders (TO) verification, training plans, contractor Provisioning Parts List (PPL) and sparing, system support plans, support agreements, System Transition Plan, technical reports, white papers, and briefing materials.
Evaluate system design and testing of reliability, availability, and maintainability-cost metrics (Ao, MTBF, MTTR), Level of Repair Analysis (LORA), and Maintenance Task Analysis to achieve user requirements in mission capability and monitor system performance for improvements.
Analyze supply chain risks and support development of risk mitigation strategies, assist in development and evaluation of spares provisioning strategies and supply support plans, perform Diminishing Manufacturing Sources and Material Shortages (DMSMS) analysis and provide mitigation recommendations, and coordinate with stakeholders to assess sustainment impacts of design and manufacturing decisions.
Support transition to operations and sustainment activities, and assess operations and maintenance readiness for Depot activation, Operational Acceptance (OA) decisions, and Initial Operational Capability (IOC) declaration.
Qualifications
Required:
- Active DoD Secret clearance
- Bachelor’s degree
- Proficiency in Defense Acquisition System (DoDI 5000 series)
- Proficiency in Integrated Life Cycle Management (DAFI 63-101/20-101)
- Proficiency in project planning
- Proficiency in the 12 Integrated Product Support Elements
- Proficiency in requirements management
- Proficiency in writing Acquisition Logistics documentation
- Strong interpersonal skills, communication (oral and written), and presentation skills
- Demonstrated ability to clearly articulate ideas, recommendations and options to customers, senior leaders, and stakeholders
- Proficient in Microsoft Office products (Word, Excel, PowerPoint)
- 4+ years’ experience in DoD SATCOM acquisition and system life cycle management, sustainment, and transition
- Experience with Program Office and/or HQ CFC (previous HQ AFSPC, HQ SpOC) processes
- Experience working autonomously with government customer, leading teams and projects, establishing/executing milestone and critical path schedules
- Experience developing/evaluating life cycle management documentation (LCSP, Materiel Fielding Plans, etc.)
- Understanding of DoD and joint service acquisition instructions and policy

- Professional certifications such as INCOSE CSEP or ESEP
- DAWIA Certifications, such as Program Management Level 1, Life Cycle Logistics Level II
- Familiarity in Contract Data Requirements List (CDRL) development, Data Item Description tailoring, PWS/SOW development, Work Breakdown Structure (WBS) development, or Contract Security Classification Specification
- 8+ years’ experience in DoD SATCOM acquisition and system life cycle management, sustainment, and transition
- Experience writing and delivering technical documents and briefings
- Experience working a DoD ACAT I space acquisition program
