EQUIPMENT SPECIALIST
About the role
You will serve as an Equipment Specialist in the Inspection/Certification Division, Public Works Department Crane of NAVFAC ENGINEERING CMD MID-ATLANTIC.
Responsibilities
- Conduct on-site safety, maintenance and Code compliance evaluations of boilers, water heaters, and unfired pressure vessels (UPV).
- Certify existing equipment for continued use and recommend new installations for acceptance by the government.
- Conduct on-site investigations to determine the condition of equipment, cause of inefficient operation, failure, malfunction, or accident.
- Review all plant operating logs, prior inspection reports, repair documentation, feedwater tests and treatment logs to evaluate the condition of the equipment and plan efficiency.
- Ensure plant personnel completed all preliminary cleaning and safety precautions per instructions, including but not limited to, inspection of steam and watersides of the boiler, tubes, refractory, and gas-side baffle.
- Direct the performance of acceptance tests and evaluate all newly installed/constructed boilers, boiler plants, heating plants, utility plants, waste heat plants, and unfired pressure vessels.
Qualifications
- You must possess a valid Naval Facilities Engineering Command (NAVFACENGCOM) Certificate of Competency and a current Boiler Inspector License issued by Senior NAVFACENGCOM Boiler Inspector.
- Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
- The specialized experience must demonstrate the following:
- Conducting on-site safety, maintenance and Code compliance evaluations of boilers, water heaters, and unfired pressure Vessels (UPV).
- Conducting on-site investigations to determine the cause of inefficient operations, failures, malfunctions and causes of accidents.
- Performing diagnostic tests to determine cause of equipment failure and recommendations for correction.
- Using computer software to provide inspection reports.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- Successful completion of a Ph.D. or equivalent doctoral degree.
- Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
- Possession of an LL.M. degree that is related to this position being filled.
- A combination of experience and graduate education as described above that equates to one year of experience.

This position is covered by the Department of Defense Priority Placement Program. Additional vacancies may be filled by this announcement. This position requires exposure to high noise levels. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
