The Pennsylvania Department of Transportation (PennDOT) seeks an Equal Opportunity Specialist 2 to support statewide opportunity programs connected to transportation contracts and project delivery, ensuring diverse business participation in infrastructure development.

About the role

This position focuses on program evaluation, compliance monitoring, goal setting, and coordination with internal and external partners to strengthen fairness and opportunity in transportation projects across the Commonwealth.

Responsibilities

  • Develop and manage statewide Disadvantaged Business Enterprise (DBE) and related programs in alignment with federal and state regulations.
  • Analyze and approve project participation goals prior to advertisement to ensure consistency with annual standards.
  • Monitor construction projects from advertisement through "notice to proceed," reviewing bid packages, sealed bids, and contract actions for compliance.
  • Assess DBE commitments, Good Faith Efforts, and subcontractor qualifications; recommend actions when requirements are not met.
  • Lead interdisciplinary review teams and prepare recommendations related to Good Faith Efforts for agency leadership approval.
  • Provide technical guidance to contractors and partners on Engineering and Construction Management System (ECMS) requirements, certification procedures, and statewide minority attainment systems.

Requirements

  • One year as an Equal Opportunity Specialist 1 or Human Resource Analyst 1 (Commonwealth job titles or equivalent Federal Government job titles); or
  • Successful completion of the Pennsylvania Management Associate program; or
  • Two years of analytical experience in an equal opportunity program, including one year of professional experience, and a bachelor’s degree; or
  • An equivalent combination of experience and training.
  • Must meet Pennsylvania residency requirements.
  • Must be able to perform essential job functions.

Schedule

  • Full-time employment.
  • Work hours: 7:30 AM to 3:30 PM, Monday - Friday, with a 30-minute lunch.
  • May be eligible for alternate work schedule (AWS).
  • Telework: Part-time telework may be available with a securely configured high-speed internet connection and an approved location inside Pennsylvania. If telework is not feasible, reporting to the headquarters office in Harrisburg is required. Telework eligibility is subject to change.
