About the role

The Equal Employment Specialist is assigned to Headquarters, Commander, Navy Installations Command (CNIC). Serves as a CNIC Non‑Appropriated Fund EEO Specialist, whose primary purpose is to administer various facets of the EEO program, including complaints processing, reasonable accommodation, affirmative employment, and training. This position starts at the NF‑03 level and includes structured training to prepare you for non‑competitive promotion to the NF‑04 level upon meeting requirements.

Responsibilities

  • Perform the full range of EEO complaint processing duties in accordance with EEOC and Department of Navy (DON) guidance, including intake, counseling, and processing of formal discrimination complaints.
  • Explain all available options to employees/applicants, including the benefits of Alternative Dispute Resolution (ADR); may serve as an ADR convener and/or mediator.
  • Coordinate with Human Resources (HR), Labor & Employee Relations (LER), or CNIC NAF supervisors to gather information on reported policies/practices and facilitate resolution where there is no intent to enter the EEO process.
  • Counsel EEO pre‑complaints and facilitate timely movement through the formal process.
  • Input all required information on inquiries and complaints into the iComplaints system for tracking and reporting purposes.
  • Coordinate reasonable accommodation efforts within CNIC NAF, advising managers on statutory responsibilities and providing guidance/recommended solutions in accordance with the Rehabilitation Act of 1973 and related regulations.
  • Research disability‑related inquiries and collaborate with regional HR leaders; monitor and track requests for centralized reporting.
  • Prepare Management Directive 715 reports and analyze workplace demographic data to identify trends and barriers within the CNIC NAF workforce.
  • Recommend solutions to emulate EEOC’s Model EEO Program and further affirmative employment initiatives.

Requirements

  • Must pass all applicable records and background checks.
  • Must successfully pass the E‑Verify employment verification check; any discrepancies must be resolved as a condition of employment.

Qualifications

  • At least one full year of progressively higher‑level graduate education leading to a degree directly related to the EEO Specialist position; or at least one year of progressively responsible experience implementing laws, executive orders, directives, and regulations applicable to DON programs; or a combination of education and experience that meets the above criteria.
  • Knowledge of EEO procedures and practical knowledge of personnel administration to explain regulations, respond to policy questions, and research EEO complaints.
  • Knowledge of the Civil Rights Act of 1964 (as amended), the Age Discrimination in Employment Act of 1967, the Rehabilitation Act of 1973 (as amended), and other applicable laws, executive orders, directives, and regulations.
  • Knowledge of HR regulations and policies and practical experience applying them.
  • Knowledge of EEOC organization, mission, and EEO complaint processing procedures.

Skills

  • Fact‑finding and analysis to obtain, organize, and report relevant information and draw conclusions.
  • Interviewing skills for obtaining facts and opinions in stressful situations and determining relevance of information.
  • Written and oral communication skills sufficient to prepare and present findings and recommendations.

Education

If qualifying based on education, proof of education must be submitted at the time of application. The required education mirrors the qualification criteria: at least one full year of graduate education directly related to the EEO Specialist position, or an equivalent combination of education and experience.

  • Salary is dependent on experience and/or education.
