ePermitting Manager (Compliance & Regulatory Manager 2)

About the role

The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. This position is with the Building Codes Division (BCD), which adopts and enforces the statewide building code relating to the construction, reconstruction, alteration and repair of buildings and other structures.

Responsibilities

  • Directs and oversees the work of professional, technical and support staff in the ePermitting Services Section.
  • Manages division resources directly focused in support of the Governor’s streamlining initiative and the division's mission of administering a uniform statewide building code.
  • Manages multi-million dollar vendor contracts for ePermitting systems, software, and related services, as well as a set of interagency agreements establishing the division’s service delivery obligations to those agencies.

Requirements

  • Six years of supervision, management, or progressively related experience OR Three years of related experience and a bachelor’s degree in a related field.

Qualifications

  • Extensive knowledge, skills, and experience in developing and administering complex regulatory programs.
  • Knowledge and skills in general management.
  • Skills in supervision, public speaking, analyzing and writing general, statistical, and technical reports.
  • Experience interacting with diverse interests, including local building officials, manufacturers, construction industry professionals, developers, and building owners.
  • A sound understanding of building code specialty programs and a sense for the impact of codes on economic development, industries, businesses, and professions in Oregon.
  • Ability to apply theory and techniques to organizational settings.
  • Knowledge of administrative and legislative processes.
  • Experience working with a variety of stakeholders including local and state government officials.

Pay

This position is eligible to telework on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.
