Environmental Project Planner II, III – Historical Studies, Environmental Affairs Division

About the role

The Texas Department of Transportation (TxDOT) Environmental Affairs Division seeks qualified candidates for an Environmental Project Planner II or III – Historical Studies role within the Cultural Resources Management (CRM) Section. This position supports transportation project delivery by ensuring compliance with federal and state historic preservation requirements.

Responsibilities

• Evaluates potential environmental impact of transportation activities on cultural resources including non-archeological historic resources like bridges, farmsteads, neighborhoods, landscapes, and commercial centers and protected lands (Section 4(f) and Chapter 26).
• Conducts and/or coordinates field surveys, assessments, and project investigations for incorporation into environmental technical studies and environmental documents.
• Reviews, approves, and/or prepares complex environmental schedules, scopes of work, and deliverables for project delivery prepared by department staff and/or consultants for engineering and/or scientific services contracts.
• Consults and coordinates with TxDOT project managers, planners, engineers, and environmental staff on refinement of projects to avoid and minimize environmental impacts.
• Consults and coordinates with representatives of regulatory agencies, special interest groups, the public and Department personnel.
• Maintains an automated project tracking system/database related to environmental projects and studies.
• Presents information on various environmental programs, projects and activities at public and professional meetings, seminars and conferences.
• Develops, writes, revises, reviews, and recommends for approval consultant qualifications, statements of work, work authorizations, amendments, supplements, forms, deliverables, and related documents related to environmental studies for engineering and scientific services contracts.

Requirements

Education: Bachelor's Degree in any discipline. Experience in environmental, planning, project management or other related fields may be substituted for education on a year per year basis. Related graduate level education may be substituted for experience on a year per year basis.

Qualifications

• Environmental Project Planner II: 3 years of experience in environmental, planning, project management or other relevant experience.
• Environmental Project Planner III: 5 years of experience in environmental, planning, project management or other relevant experience.

Competencies

• Requires considerable knowledge in the following: Environmental laws, regulations, and mitigation requirements. Writing methodologies and strategies to develop and implement appropriate informational and educational materials related to environmental studies and activities.
• Requires some knowledge of: Researching, analyzing, developing, interpreting, and implementing policies, procedures, and technical information specific to cultural resources. Collecting, analyzing, and organizing business and technical data. Developing, writing, and conducting presentations and speaking to present images and ideas in a clear, concise, organized, and interesting manner to optimize audience understanding. Researching, analyzing, developing, interpreting, and implementing policies, procedures, and technical information specific to cultural resources.
• Uses computers, applications including (Word, Excel, Outlook, PowerPoint, Adobe Acrobat), or related applications and systems.
• Builds, establishes, and maintains effective working relationships and coalitions and negotiates settlement of differences without damaging relationships; applies effective questioning and listening techniques to determine other parties' positions in a direct and diplomatic manner.

Physical Requirements and Working Conditions

• Subject to inside and outside environmental conditions.
• Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools.
• Talking - express ideas by spoken words.
• Repetitive Motion - substantial movements of the wrists, hands, and/or fingers.
• Close Visual Acuity - work includes data/figures; view a computer screen; extensive reading.
