Environmental Project Manager

About the role

Our Northwest Environmental Planning and Permitting (EPP) Team is seeking an Environmental Project Manager to lead multi-disciplinary teams in conducting comprehensive environmental review and permitting for transportation, ports and maritime, water, wastewater, and energy sector projects. The role involves project/task management, interagency/interdisciplinary coordination, public involvement, business development, and mentoring staff.

You will interface directly with clients, internal team members including subconsultants, regulatory agency staff, and tribal representatives through various project stages, from planning to compliance oversight. This position is based in Portland, OR or Bellevue, WA, with a hybrid (home/office) working arrangement. Most work may be performed remotely, but in-office or onsite presence is expected at least two days per week, and travel may be required for specific meetings or project needs.

Responsibilities

• Lead the preparation of high-quality documents in compliance with NEPA and other environmental laws such as Section 106 of the National Historic Preservation Act, Section 4(f) of the US Department of Transportation Act, the Endangered Species Act, Clean Water Act, Rivers and Harbors Act, Coastal Zone Management Act, Migratory Bird Treaty Act, and the Marine Mammal Protection Act.
• Staff and manage interdisciplinary teams, including environmental planners, biologists, cultural resources specialists, GIS specialists, geomorphologists, and stream restoration engineers.
• Mentor and coach early and mid-career professionals.
• Develop project scopes, schedules, and budgets, and manage project delivery to meet client expectations and Jacobs’ financial goals.
• Lead or assist with the preparation of competitive bid proposals and participate in presentations.
• Support regional business development priorities and conduct market assessments.
• Recognize, communicate, and mitigate risks.
• Provide expertise in federal, state, and local regulatory requirements and permitting processes.
• Work on projects across the United States as part of both regional and national practices.

Requirements

• Bachelor’s or Master’s degree in Planning, Regional Planning, Environmental Planning, Environmental Science, Environmental Policy, Geography, Biology, Ecology, Landscape Architecture, or a related field.
• 20+ years’ experience in environmental planning studies, analysis (with an emphasis on NEPA compliance), and permitting.
• 15+ years of relevant project management and program management experience.
• Familiarity with NEPA, SEPA, and other environmental laws such as Section 106 of the National Historic Preservation Act, Section 4(f) of the US Department of Transportation Act, Endangered Species Act, Magnuson–Stevens Fishery Conservation and Management Act, Clean Water Act, Rivers and Harbors Act, Coastal Zone Management Act, Migratory Bird Treaty Act, and Marine Mammal Protection Act.
• Experience preparing NEPA documents, including Categorical Exclusions, Environmental Assessments, and Environmental Impact Statements.
• Proven project management expertise, including managing interdisciplinary teams and skills related to managing scope, schedule, budget, risk, and opportunity for environmental planning and permitting documents on projects budgeted over $300,000.
• Demonstrated experience contracting with and managing subconsultants.
• Business development expertise with the ability to market to state, local, and private clients, secure environmental and planning projects, and participate in business development activities (including proposal preparation and interviews).
• Excellent skills in technical writing, verbal communication, and computer literacy.
• Experience in interagency/interdisciplinary coordination and risk identification and management.
• Ability to travel as needed for project assignments and pursuits.

Preferred Qualifications

• Expertise in the completion of all levels of NEPA documents to comply with FHWA, FRA, FTA, Bureau of Reclamation, and/or Department of Energy requirements.
• Proficiency with the Washington State Environmental Policy Act (SEPA).
• Knowledge of the Federal Energy Regulatory Commission siting and permitting processes.
• Knowledge of design-build and/or progressive design-build contract models and experience in an environmental lead role on such projects.
• Experience tracking environmental commitments and monitoring environmental compliance during construction.
• Comfort with interpreting engineering design drawings.
• Experience preparing Planning and Environmental Linkage studies.

Pay

The base salary range for this position is $134,500.00 to $220,000.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.

Schedule

Hybrid (home/office) working arrangement with in-office or onsite presence expected at least two days per week. Travel may be required for specific internal or external meetings or project needs.
