About the Role
Under the Section Manager's supervision, this position manages unit operations, including staff supervision, training, and performance monitoring. The role ensures work products are technically sound, accurate, and compliant with all State and Federal regulations. This position is available for full-time remote work within Arizona, including virtual office arrangements.
Responsibilities
- Management and supervision of staff and operations, including training, coaching, and disciplinary actions as needed.
- Manage unit budget to allocate financial resources for staff training, strategic hiring, purchasing equipment/software, and travel (in and out of state).
- Ensure unit compliance with program goals, state and federal rules and regulations, and grant requirements.
- Serve as a technical and regulatory resource for staff, supervisors, stakeholders, customers, and the public.
- Act as a decision-maker on unit-level decisions as necessary and appropriate.
- Maintain communication within and outside the agency by attending staff meetings, stakeholder meetings, and outreach functions; respond to internal and external information requests for compliance, enforcement, and general regulatory requirements.
- Support the section in meeting performance measures by developing and participating in process improvement projects; refine processes to increase work efficiency, quality, and output.
- Ensure performance and flow boards are properly used by staff; track and report applicable agency performance measures to upper management.
- Prepare annual reports; assist with the preparation of reports, budget projects, and expenditures.
Requirements
- Bachelor of Science degree in environmental science, environmental management, environmental or chemical engineering, biology, hydrology, or other environmental discipline.
- 5–10 years of environmental experience in a regulatory agency, consulting, or private industry.
- 5 years of supervisory/leadership experience.
- Knowledge of management techniques, personnel coordination, resource management, task delegation, performance specifications, employee motivation, and visual management.
- Familiarity with data analysis, testing methods, contract/grants administration, and community involvement principles.
- Understanding of state and federal environmental regulations, department policies, and agency program functions.
- Proficiency with Arizona Management System (AMS) concepts, tools, and continuous problem-solving principles.
- Leadership, supervision, and ability to foster professional interpersonal relationships.
- Effective written and verbal communication, including public speaking and technical report writing.
- Complex problem-solving, decision-making, negotiation, and critical thinking skills.
- Organizational planning, time management, and comprehensive project management abilities.
- Ability to analyze and interpret diverse, highly technical data and research materials.
- Establish program priorities and implement operating policies and procedures based on program needs.
- Analyze statutes and policies regarding complex scientific determinations and state legal standards.
- Build effective working relationships with government officials, the regulated community, and the public.
- Direct technical experts to achieve performance measures and refine unit activity metrics.
- Exercise professional judgment to execute decisions independently or within a team environment.
- Ability to be in the office as needed.
