About the role

The Environmental Permitting Analyst supports the development and execution of major infrastructure initiatives, including new pipeline construction, looping, compressor stations, and system expansions. This role serves as a key technical resource for project teams, regulatory leadership, and legal counsel, focusing on NEPA compliance in support of FERC Certificates of Public Convenience and Necessity, federal and state permitting strategy, and agency coordination for complex, multi-state projects.

Responsibilities

  • Lead and manage environmental permitting strategy for natural gas projects from early development through construction.
  • Serve as an environmental subject-matter expert on projects requiring FERC authorization under Section 7 of the Natural Gas Act and NEPA review.
  • Partner with legal counsel, project management, engineering, and construction teams to support regulatory strategy, risk management, and defensible permitting outcomes.
  • Develop and manage integrated permitting schedules, budgets, and scopes aligned with FERC certificates, permit timelines, construction sequencing, and capital delivery milestones.
  • Oversee environmental field investigations, resource surveys, and monitoring programs, including management of consultants, contractors, and technical deliverables.
  • Coordinate preparation and review of environmental resource reports and technical inputs supporting FERC applications and data requests.
  • Lead permitting and agency coordination and support negotiations of permit conditions and compliance requirements under applicable federal and state programs, including CWA Sections 404 and 401, ESA Section 7, NHPA Section 106, and Rivers and Harbors Act Sections 10 and 408.
  • Represent the company at agency meetings, public hearings, and community engagements, effectively communicating environmental requirements and project commitments.
  • Track and manage environmental conditions and commitments associated with FERC certificates and agency permits.
  • Support post-certificate compliance and construction-phase environmental coordination.

Requirements

  • Bachelor’s degree in Environmental Science, Environmental Engineering, Natural Resources Planning, or related field.
  • Seven or more years of experience supporting environmental permitting or compliance for interstate natural gas or linear infrastructure projects.
  • Demonstrated experience supporting FERC-regulated projects, including NEPA review and certificate proceedings.
  • Strong working knowledge of NGA, NEPA, CWA, ESA, and NHPA requirements.
  • Experience coordinating with federal and state agencies on complex permitting efforts.
  • Ability to translate regulatory requirements into practical guidance for engineering and construction teams.
  • Excellent written and verbal communication skills.
  • Proven ability to manage multiple high-profile capital projects simultaneously.

Preferred Qualifications

  • Experience serving as an environmental lead on large-diameter pipeline projects.
  • Previous experience solving complex regulatory, permitting and compliance issues for major pipeline infrastructure and construction projects.
  • Expertise in assessing policy and regulatory issues to support development of corporate reporting and policy positions.
  • Master’s degree in related discipline.
