Environmental Compliance Specialist 1

About the role

GAI Consultants is seeking an Environmental Specialist 1 with experience in performing Phase I and II Environmental Site Assessments (ESAs) and hazardous waste due diligence investigations, as well as conducting field compliance monitoring. This remote position will be based out of our Canton, OH or Jackson, MI office within our Power & Energy Business Unit. The role involves technical analysis, writing, and regional travel to project sites in the Upper Midwestern and Mid-Atlantic Regions, including Ohio, Pennsylvania, West Virginia, Maryland, Michigan, and Indiana.

Responsibilities

• Perform and conduct Phase I and II ESAs and hazardous waste due diligence investigations on various types of sites, including rural/agricultural, residential, commercial, and industrial properties.
• Research and understand applicable federal, state, and local laws and regulations regarding waste, chemicals, hazardous substances, and remediation programs (e.g., CERCLA, RCRA, TSCA, EPCRA, VCP).
• Perform field monitoring of erosion and sediment (E&S) controls on construction projects (linear and site-based) while working independently.
• Review specifications, permits, permit conditions, E&S control, and stormwater plans associated with construction projects.
• Prepare and review periodic monitoring reports based on field observations, submitted via paper or electronically as required.
• Adhere to Health and Safety requirements of GAI Consultants and clients.
• Maintain QA/QC standards and follow Quality Management System procedures.
• Assist in leading field studies, data collection, and generating technically sound documents with minimal assistance.
• Interface with agencies, analyze and interpret data, and apply environmental regulations to project specifics.
• Work as part of a team, coordinate with others, and assist in determining schedule and budget requirements.
• Support proposal preparation, scopes of work, and project cost estimates under supervision.

Requirements

• Excellent written and verbal communication skills with strong technical writing ability.
• Proficiency in using Microsoft Word, Excel, and MS Office applications, including report and database completion.
• Ability to use electronic location devices such as GPS for data collection.
• Valid driver’s license and ability to pass required screening to drive a GAI vehicle.
• Flexibility for travel (2-5 hours round trip, 1-3 days/week, year-round) to regional project sites.
• Basic knowledge of Phase I/II ESA and hazardous waste due diligence investigations.

Preferred Qualifications

• Associate’s (A.S.) or Bachelor’s degree in engineering, environmental science, or a related field.
• Two to five years of experience in performing Phase I/II ESAs and hazardous waste due diligence investigations, including:
  • Reviewing/analyzing/interpreting environmental database and historical information.
  • Conducting site reconnaissance of rural, residential, commercial, and industrial properties.
  • Conducting interviews with property owners and governmental agencies.
  • Technical writing (candidate may be asked to provide a Phase I ESA writing sample or a 1-page executive summary).
• One to two years of experience in environmental field monitoring, particularly E&S control monitoring.
• Knowledge of NPDES regulations, permitting, and E&S control best management practices (BMPs).
• Experience with waste management (e.g., waste identification, sampling, storage, and disposal).
• Proficiency with AutoCAD and/or GIS (ArcGIS).
• Relevant certifications (e.g., Qualified Environmental Inspector (PA), Responsible Person for Erosion and Sediment Control (MD), CESSWI).
• Relevant trainings (e.g., ASTM Phase I ESA, RCRA, HAZWOPER, OSHA).

Physical Demands

• Ability to walk moderate distances through unimproved terrain, utility rights-of-way, and remote areas.
• Ability to lift up to 50 pounds.
• Ability to hear and visualize potential hazards during fieldwork or site visits.
