Position Summary & Responsibilities
The Kansas Department of Health and Environment – Bureau of Waste Management is seeking an individual who is passionate about environmental protection and enforcing regulations designed to prevent mismanagement of waste and pollution. The successful candidate should have a high level of perception and verbal and written communication skills. The successful candidate will conduct routine compliance inspections at permitted solid waste facilities, hazardous waste generators, and if necessary, respond to citizen complaints all in support of our district staff. They will also draft inspection reports detailing compliance status and violations observed and may draft enforcement documents including penalty assessment and Administrative Orders.

- Direct unit staff in preparing formal enforcement documents for violations of the solid and/or hazardous waste management statutes and regulations.
- Serve as Unit Chief of the Compliance and Enforcement Unit, directly supervising the work activities of four staff members.
- The supervisory duties include making work assignments, setting performance standards, conducting personnel evaluations, providing performance feedback to staff, rewarding staff performance appropriately, and communicating effectively.
Qualifications
- Education: High School, GED
- Licensing & Certification: Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State
- Minimum Qualifications: Four years degree in environmental, agricultural or natural sciences/resources and one year of experience in an environmental program/project area
- Preferred Qualifications: 4 years of bachelor’s experience in accounting, finance, or a related field
- Word, Excel, PowerPoint, Access
- Proofreading, editing, attention to detail
- Current 40-hour HAZWOPER training
- Knowledge of state and federal laws and regulations relating to solid and hazardous waste management
- Experience conducting solid waste
- One year in hazardous waste or other environmental inspections
- One year’s experience with solid waste, hazardous waste or other environmental enforcement

- Kansas Tax Clearance Certificate: A valid Kansas Tax Clearance Certificate is a condition of employment for all employees of the State of Kansas.
