About the Opportunity
We are seeking an experienced Enterprise Data Platform Architect to help design, build, and evolve enterprise-scale cloud data capabilities supporting modernization, analytics, digital services, and AI initiatives across the Commonwealth of Pennsylvania. This is a hands-on technical leadership role for an architect who can combine enterprise strategy with practical engineering execution. You will help establish reusable cloud-based data platforms, products, services, engineering standards, security controls, and automation that can be adopted across multiple agencies. The ideal candidate has deep experience building large-scale cloud data platforms and can work effectively across data, cloud, security, governance, integration, and architecture teams.
Responsibilities
- Enterprise Platform Architecture
- Define the target architecture for an enterprise data platform.
- Develop a multi-year platform roadmap aligned with enterprise modernization initiatives.
- Evaluate emerging technologies while maintaining architectural consistency.
- Establish scalable architecture patterns that can support multiple agencies and teams.
- Cloud & Data Platform Engineering
- Build an MVP and continuously mature the enterprise cloud data platform.
- Establish engineering standards, implementation patterns, and operational guardrails.
- Design secure multi-tenant data environments, including data co-mingling considerations.
- Build reusable platform services rather than agency-specific implementations.
- Support modern data platforms and services leveraging technologies such as Snowflake, Databricks, AWS, Azure, and containerized applications.
- Develop AI-ready infrastructure and enterprise data products.
- Security, Infrastructure & DevSecOps
- Design and implement enterprise security controls for cloud data platforms, including IAM, RBAC, encryption, and auditing.
- Build and operate cloud infrastructure using Infrastructure as Code (IaC) tools such as Terraform or equivalent.
- Implement modern DevSecOps practices and promote a shift-left approach to security.
- Partner with Cloud Engineering, CISO, and GRC teams to integrate security controls while maintaining clear ownership boundaries.
- Enterprise Enablement & Technical Leadership
- Develop reusable onboarding patterns for agencies adopting enterprise data products and services.
- Partner with cloud, integration, data, architecture, security, and governance teams.
- Establish and promote engineering best practices.
- Champion API-first and product-based approaches to enterprise information sharing.
- Communicate complex technology concepts effectively to technical and non-technical stakeholders.
- Lead through influence across teams and organizations without relying on direct reporting relationships.
Requirements
- 10+ years of experience building large-scale cloud data platforms.
- 7+ years of hands-on experience in modern data architecture, platform engineering, and cloud infrastructure.
- 5+ years of experience designing and implementing enterprise security controls for cloud data platforms, including IAM and RBAC.
- Proven experience building and operating cloud infrastructure using Terraform or equivalent Infrastructure as Code technologies.
- Hands-on experience implementing modern DevSecOps practices.
- Experience partnering with Cloud Engineering, CISO, security, and GRC teams.
- Strong data platform and services experience involving technologies such as Snowflake, Databricks, AWS, Azure, and containerized applications.
- Experience designing enterprise platforms that support multiple teams or business units.
- Experience developing reusable platform capabilities and architectural patterns.
Qualifications
- Bachelor's degree in Computer Science, Information Systems, Systems Programming, or a related discipline, or an equivalent combination of relevant education and professional experience.

Schedule
This is a hybrid position based in Harrisburg, Pennsylvania, requiring one day onsite each week, on Tuesday, Wednesday, or Thursday. Candidates should be local to Harrisburg or the surrounding area and able to meet the onsite requirement.
