Essential Responsibilities
- Supports TYCOM on all PSSE issues.
- Advise TYCOM of PSSE life cycle costs budgetary needs at frequency directed by TYCOM.
- Collect PSSE condition reports from user activities and issue a full PSSE report to TYCOM N42/N421 via electronic mail.
- Coverage of PSSE site assessment visits to assist users and maintainers while assessing the health of the in-fleet PSSE.
- Submit assessment report to the PSSE user activity and send report copies to the TYCOM, and/or any organization directed by the TYCOM.
- When required seek TYCOM and/or In-Service Engineering Agent (ISEA) assistance.
- Provide a master schedule of PSSE needs of in-service fleet, maintain a copy of all applicable support equipment technical manuals, drawings to include load test drawings, Planned Maintenance System (PMS), loading and handling procedures and standards, and pertinent PSSE TYCOM directives, and maintain current and past PSSE inventory and condition reports (retain seven years for budget analyses).
- This includes fleet needs at naval shipyards.
- Provide a semi-annual report to TYCOM listing significant tasks accomplished and worked, program improvement recommendations, life cycle cost reduction ideas and efforts, and 'best practices' identified at PSSE sites.
- Work with submarine squadrons and fleet personnel to improve PSSE management processes at all sites.
- Provide on-call, non-routine PSSE problem resolution with Fleet Maintenance Personnel, Submarine Squadron, TYCOM, and other Navy related activities such as the Regional Maintenance Centers (RMCs) and ensure user activities only loan PSSE to others with a signed MOA/MOU to make clear responsibilities and understandings as well as ensure the timely repairs/replacement of equipment are effected and funded by the responsible party in agreement.
- Attend ISEA Logistics Support reviews.
- Provide input to ensure that provisioning reflects proper maintenance and support philosophies and provide input to engineering changes for impact on maintenance and logistics support.
- Conduct bi-weekly PSSE program updates with SME with an invitation to TYCOM and Submarine Squadron Six and Eight.
- Provide project management, maintenance, and certification/QA program support to maintain all PSSE equipment to a fully operational and certified condition.
- Obtain material and tools to restore PSSE to a certifiable and useable condition by performing current Maintenance Requirements Card (MRC) or similar technical manual procedures/drawings on Missile Tube Loading/Handling Maintenance Platforms.
- Obtain all required material to support blocking & bracing for fleet stenciling requirements for shipping and receiving evolutions to include truck inspections.
- Obtain all required material to support storage, blocking/bracing and stenciling for shipping and receiving evolutions. (Ordnance and Nonordnance).
- Perform Blocking and Bracing on the following: AUR's in MK-30 Shipping and Storage Container, MK-48 Torpedo in Universal Container Torpedo MK-48/MK-48 ADCAP. Missile Tube Ballast Cans, AURBb's, AURVS in MK-34 Shipping and Storage Containers, TMD's on Shipping pallets, MK-30 Shipping and Storage Containers and VLS Platforms IAW NAVSEA Drawings and or Technical Manuals.
- Perform inspection of trucks for Ordnance and Non-ordnance transport.
- Blocking and Bracing support in Groton will be performed only if Base Supply is unable support.
- Support required shipping and receiving evolutions.
- Conduct any required stenciling/sentencing for containers.
- Obtain all required material and tools needed to support AUR/AURB non-ordnance handling team. Includes but not limited to lip seals and replacement tools.
- Monitor shop consumables and utilize designated consumable inventory form to notify government of supply needs.
Minimal Requirements
- General Experience: Ten (10) years full-time experience leading technical projects involving mechanical equipment.
- Specialized Experience: Eight (8) years full-time hands-on technical experience within last 10 years in the operation, maintenance, installation, test, and/or repair of PSSE incorporated in Submarine PSSE Non-Ordnance Handling systems.
Service Contract Act (SCA) Compensation & Benefits
- This is an hourly, overtime-eligible position that falls under the Service Contract Act (SCA).
- In accordance with the Health and Welfare provisions of the SCA, and in addition to your base hourly rate, you may be eligible to receive an additional health and welfare payment for each hour you work to ensure compliance with the minimums set forth by the act.
- The amount you are entitled to receive will vary depending upon the fringe benefits you select now and in the future.
- Compensation Details: $96,000
