About the Role

The Deputy Director of Housing Stability will report to the Director of a department within the Economic Growth and Community Investment (EGCI) or Community Services and Supports (CSS) Service Team. This role manages and leads county efforts to develop and create a shared vision and process for economic growth and development that provides value to Ramsey County residents, consistent with the county’s mission, vision, and goals. The Deputy Director assists with the overall vision, long-range strategic planning, leadership, and direction of the EGCI or CSS Service Team.

This position is identified as ‘flex work eligible,’ allowing the employee to formally opt for in-office full-time or a flex schedule with at least two days per week in-office and other days performed remotely. The role requires schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy.

Responsibilities

  • Promote a diverse, culturally competent, and respectful workplace.
  • Provide leadership, vision, and strategic direction aligned with Ramsey County’s mission, vision, and goals.
  • Assist with managing measurable program and service outcomes and oversee continuous improvements and quality assurance measures.
  • Oversee performance evaluations, training, hiring, discipline, and termination procedures, and directly supervise management, professional, paraprofessional, and support staff.
  • Assist the Director in managing all department programs, services, and operations in alignment with the county’s mission, vision, goals, and values.
  • Assist in developing the budget, performance, and related reports.
  • Interpret policy and regulations, and manage complex projects by planning and executing initiatives.
  • Ensure compliance with applicable federal, state, and local regulations, policies, and procedures.
  • Prepare and present Requests for Board Action (RBAs) for redevelopment projects and other economic initiatives.
  • Manage program staff and allocate public funds related to department services.
  • Promote efficient, effective, and collaborative service delivery.
  • Build partnerships with Ramsey County cities to advance regional collaboration and inclusiveness.
  • Lead interdepartmental efforts and participate in countywide initiatives to improve service integration and meet strategic goals.
  • Assist with planning, developing, and financing new projects; oversee contract and development agreements and negotiations.
  • Develop and draft Requests for Qualifications (RFQs) and Requests for Proposal (RFPs), manage the solicitation and evaluation of proposals, and coordinate with review committees.
  • Negotiate and execute contracts with business owners, private developers, financial institutions, and other vendors; monitor contracted service performance.
  • Participate in the countywide Senior Management Team and perform other duties as assigned.

Housing Stability Deputy Director Specific Responsibilities

  • Assist the department director and represent the county before the news media, elected officials, state and federal officials, local government officials, and the community to present the county’s position on pending changes in laws, rules, or regulations.
  • Provide strategic direction for homelessness services for the county and local partners.
  • Build collaborative partnerships to support state, regional, and local housing stability initiatives.
  • Participate on committees, boards, and task forces to enhance housing stability programs and services impacting Ramsey County homeless residents and the region.
  • Administer and direct the delivery of department services, ensuring high-quality, culturally diverse, and respectful services that provide equitable housing outcomes.
  • Manage and oversee the selection of professional consultants and contractors to ensure effective emergency and housing continuum services in compliance with applicable laws and policies.
  • Manage program staff and provide work direction related to department services, including allocation of public funds.

Requirements

  • Bachelor’s degree in public or business administration, human services, the social sciences, or a related area.
  • Six years of progressively responsible professional experience in supervision, program management, or a high-level administrative capacity, including a minimum of three years in the homelessness field or a closely related field.
  • Equivalent combination of education and related experience may substitute for the above.
