ENGINEERING TECHNICIAN III - Range 14 / AMEA

Job Information

The Engineering Technician III position is open to the general public and any current Municipal employee. This position is represented by the Anchorage Municipal Employee Association (AMEA) and is subject to the provisions of the current agreement between the Municipality of Anchorage and the Union.

Example of Duties

• Operate under limited professional engineering supervision to perform paraprofessional work under any branch of engineering.
• Manage, administer, direct, and inspect many aspects of complex projects and services for Anchorage Water and Wastewater Utility.
• Review, analyze, recommend, respond, and implement recommendations in an in-depth manner for difficult questions about processes, construction techniques, specialized materials, contract provisions and other technical items.
• Technical reporting, specification, and contract writing to support the AWWU capital program.
• Drafting, design review, and design utilizing knowledge and training with engineering industry standards such as the AWWU Design and Construction Practices Manual (DCPM), Municipality of Anchorage Standard Specifications (MASS), State of Alaska Highway Design, geotechnical standards, National Association of Corrosion Engineers, the Association of Materials Protection and Performance and others.
• Travel to field locations and perform work in inclement weather conditions.
• Work outside of the normal workday or work week and/or temporary schedule changes are required as needed.
• Perform other duties as assigned.
• Participate in major emergencies or disasters as outlined in AWWU’s disaster plan matrix.

Minimum Qualifications / Substitutions / Preferences

• A high school diploma, GED, or equivalent, and five (5) years of experience in one or more of the following fields: drafting, surveying, inspection, materials testing, plan review, permitting, computerized mapping, computer assisted design (CAD), traffic signal control, and/or code enforcement, and at least one (1) year of which must have been at the Engineering Technician II level with Municipality or equivalent elsewhere.
• An associate’s degree in Engineering, Geomatics, Construction Management, Computer Assisted Design (CAD), or a discipline specific to the department, and three (3) years of experience in one or more of the following fields: drafting, surveying, inspection, materials testing, plan review, permitting, computerized mapping, computer assisted design (CAD), traffic signal control and/or code enforcement, and at least one (1) year of which must have been at the Engineering Technician II level with the Municipality or the equivalent elsewhere.
• A bachelor’s degree in Engineering, Geomatics, Construction Management, or a discipline specific to the department, and one (1) year of experience at the Engineering Technician II level with the Municipality or the equivalent elsewhere.
• Satisfactory background check which includes criminal, education, and employment history at time of hire.
• Valid State of Alaska Driver’s License and satisfactory Driving Record at time of hire.

Additional Important Information

• Preference will be given to Anchorage Municipal Employees Association (AMEA) employees.
• The Municipality of Anchorage participates in the U.S. Department of Homeland Security E-verify Program.
• If selected for hire, the appointment in this position will be conditional based upon a satisfactory Municipal Employment Office conducted Background Check.
• If selected for hire, appointment in this position will be conditional based upon the submission of a current copy of the applicant's Alaska Driver's License, and a current (dated within 30 days from date requested) copy of his/her Department of Motor Vehicle driving record, including a driving record from previous states, if the Alaska Driver's License was first issued within one year prior to application, documenting an acceptable driving history.
• All required certifications and/or licenses must remain current for the duration of employment.
• Military Service Interview Preference - Veterans who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs, recognizing the person as a veteran.
• Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach proof of current service to the application.
