Engineering Division Program Manager III - Community Development (0826)

About the Role

The Engineering Division Program Manager III provides leadership and oversight for Community Development (CD) and Flood Control District (FCD) engineering permit applications and projects. This role involves managing complex issues, coordinating multiple departments, and ensuring projects are administered effectively and in compliance with local, state, and federal regulations. The successful candidate will collaborate with division and department leadership, internal teams, consultants, contractors, applicants, and the public.

Responsibilities

• Provide leadership, direction, and oversight for assigned engineering applications and projects.
• Manage complex projects involving multiple departments, stakeholders, and community partners.
• Coordinate engineering activities with planning, building, permitting, public works, and other applicable divisions.
• Develop and implement policies, procedures, and program improvements.
• Evaluate existing processes and identify opportunities to improve efficiency, consistency, and customer service.
• Review technical and regulatory issues and develop recommendations for management.
• Provide guidance and mentoring to professional, technical, and support staff.
• Represent the Engineering Division in meetings with internal and external stakeholders.

Essential Functions

Requirements

• Bachelor’s degree in Civil Engineering and four years of experience in a civil engineering-related position, including two years of supervisory experience; OR
• Associate degree in Civil Engineering and five years of experience in a civil engineering-related position, including two years of supervisory experience; OR
• Any equivalent combination of education, training, and experience demonstrating the ability to perform the duties of the position.

This position is non-exempt from overtime and is safety-sensitive.

Preferences

• Arizona Floodplain Managers Association Certification.

• Civil engineering principles and practices.
• Roadway, bridge, and drainage engineering design and construction.
• Computer operations as applied to engineering design and construction.
• Surveying principles and practices.
• Laws, codes, ordinances, and regulations governing engineering, land use, surveying, and development.

Working Knowledge Of:

• Business process review and implementation.
• Principles and practices of positive supervision.
• Safety regulations and safe work practices.
• Governmental budgeting and fiscal management policies and procedures.
• Testing procedures used in road construction and maintenance.
• Transportation funding and federal aid requirements.
• Traffic control devices and design/utilization of traffic control systems.
• Applicable computer software.

Ability To:

• Calculate and evaluate technical engineering data.
• Work independently, set priorities, and manage time effectively.
• Interpret federal, state, and county laws, codes, and regulations.
• Prepare and review engineered plans for roadway, bridge, and drainage structures.
• Plan, develop, and coordinate complex engineering projects.
• Represent the County in meetings with the public, individuals, and other agencies.
• Prepare and deliver presentations to various groups.
• Work safely and support a culture of workplace safety.
• Establish and maintain effective working relationships with employees, other agencies, and the public.
• Follow written and verbal instructions.
• Communicate effectively verbally and in writing.
