About the Role

Perform professional engineering work involving the design, investigation, and construction of engineering projects related to Wastewater Collection System Assets. Provide complex professional assistance to Supervising Engineers or other management personnel. The engineering group within the Wastewater Collection division offers technical support to operations and maintenance teams, ensuring public health protection and regulatory compliance.

Responsibilities

  • Provide technical leadership and engineering support for Wastewater Collection Asset Management programs, including structural, maintenance, and risk-based asset planning.
  • Review and approve technical field investigation reports, system maintenance investigation reports, plan reviews, submittal reviews, and asset condition assessments.
  • Develop prioritized scopes of work, capital project nominations, rehabilitation recommendations, and lifecycle strategies using asset condition and performance data.
  • Coordinate specialized field investigations, records research, right-of-way analysis, survey data validation, and follow-up work for service requests and sewer system deficiencies.
  • Provide contract management support for odor control, maintenance, and other Asset Management contracts, including scope development, execution, and performance monitoring.
  • Prepare cost estimates, CAD drawings, engineering recommendations, overflow reporting documentation, and operational guidance for internal and external stakeholders.
  • Serve as the Asset Management subject matter expert and liaison with other MSD divisions.
  • Support asset risk modeling, likelihood and consequence of failure analysis, process improvements, and program sustainability initiatives to enhance system performance and regulatory compliance.

Requirements

Knowledge Of:

  • Engineering and technology, especially as related to assigned area of responsibility (structural, mechanical, electrical, civil, geotechnical, etc.), including reinforced concrete design.
  • Design techniques, tools, and principles for producing precision technical plans, blueprints, drawings, and models.
  • Geology, including local geology, investigative practices, and stabilization methods, as appropriate.
  • Code of Ethics for Professional Engineers.
  • Pertinent federal, state, and local codes, laws, regulations, standards, and industry safety standards.
  • Principles of management and supervision.
  • City personnel policies, procedures, and union contracts.
  • Principles and practices of obtaining and administering funding for assigned projects.
  • Materials, tools, and equipment used in engineering.
  • Administrative policies and procedures of the City and assigned department.
  • Principles and processes for providing customer and personal services.

Skills To:

  • Operate appropriate computer equipment, including Microsoft Office Suite, project management software, ArcGIS, AutoCAD Civil 3D, and analytic or scientific software.
  • Operate a motor vehicle in the course of duty.

Abilities To:

  • Exercise professional engineering judgment in accordance with accepted practices and laws.
  • Interpret engineering plans and perform calculations.
  • Analyze information and evaluate results to choose optimal solutions.
  • Use logic and reasoning to identify strengths and weaknesses of alternative approaches.
  • Review and prepare reports, construction plans, cost estimates, and specifications for projects.
  • Review plans for roadways, utilities, earthworks, and residential/industrial developments.
  • Monitor and assess information from materials, events, or environments to detect problems.
  • Ensure adherence to safety and quality standards.
  • Interpret field data, laboratory test results, and identify trends or recommendations.
  • Develop and maintain databases and maps.
  • Communicate clearly and concisely, both orally and in writing, including technical reports.
  • Manage project budgets, schedules, and subordinate workers.
  • Plan and manage construction projects and contractors.

Qualifications

Senior Engineer

  • Registered Professional Engineer in the State of Ohio or a state with equivalent registration requirements. If not registered in Ohio when appointed, Ohio registration must be obtained during the probationary period.
  • Possession of, or ability to obtain, a valid Driver’s License.

Engineer

  • Enrolled as a Senior in a Bachelor’s Degree program in engineering at an accredited college or university, or possess a Bachelor’s Degree in engineering from an accredited college or university, or possess an Engineer-in-Training Certificate from any state.
  • Possession of a Bachelor’s Degree in engineering from an accredited college or university is required at the time of hire.
  • Possession of, or ability to obtain, a valid Driver’s License.

Military education and experience may be substituted for college-level coursework or apprenticeship training on a case-by-case basis based on the American Council on Education (ACE) Military Guide recommendations.

Working and Physical Conditions

Environmental Conditions:

  • Indoor and outdoor environments.
  • Exposure to office computer screens and extremes in weather conditions.
  • Work in or with water, below ground, on slippery or uneven surfaces, ladders, or scaffolds.
  • Work around heavy equipment, construction equipment, moving vehicles, dust, asbestos, exhaust fumes, and potential toxic chemicals.

Physical Conditions:

  • Essential responsibilities require maintaining physical condition for sitting, standing, and walking for prolonged periods.
  • General manual dexterity required; light to moderate lifting and carrying.
  • Must be able to operate an assigned vehicle.
