Engineer in Training I (Stormwater)

About the role

The Engineer in Training I performs advanced technical work conducting and supervising the preparation of project work plans, cost estimates, contract administration, creation of technical reports, specifications, and engineering calculations. This role involves holding project meetings to ensure work procedures are followed and coordinating the participation of consultants, engineers, designers, and contractors related to the Stormwater Section. The position assists in managing and implementing the Community Rating System (CRS) Stormwater Standards, the National Pollutant Discharge Elimination System (NPDES) program, and the Stormwater Management Program within the Citrus County service area. Responsibilities include designing and implementing retrofits, improving existing drainage functionality, and ensuring compliance with local, state, and federal agencies.

Responsibilities

• Drives and/or operates a county vehicle or equipment while obeying all safety policies and roadway rules.
• Assists in the development, management, and implementation of the Stormwater Operating and Capital Improvement Program budget and projects.
• Conducts project meetings to ensure work procedures are followed and coordinates the participation of consultants, engineers, designers, and contractors.
• Supervises and manages the preparation of project work plans, cost estimates, contract administration, technical reports, specifications, and engineering stormwater calculations.
• Conducts and/or coordinates elements in the stormwater portion of the CRS Program and the NPDES permit.
• Manages stormwater systems within the Citrus County service area, including designing and implementing retrofits and improving existing drainage functionality.
• Conducts and/or supervises field work, including commercial and residential site inspections, stormwater infrastructure inspections, data collection, and stormwater management inspection of county facilities.
• Conducts and/or supervises reviews associated with residential and commercial permitting.
• Responds to, analyzes, and designs solutions for reported drainage concerns.
• Oversees the participation of consultants, engineers, designers, and contractors.
• Attends Technical Services Division meetings with the public and engineering consultants.
• Attends and makes presentations to the Planning and Development Commission Board (PDC), Board of County Commissioners (BOCC), and other boards as necessary.
• Creates, drafts, and publishes policies and procedures for the Technical Services Division, Stormwater, and Staff Management.
• Performs associated design work and preparation.
• Conducts and coordinates studies and prepares reports.
• Assists with other miscellaneous engineering projects.
• Attends staff conferences, professional meetings, and other events.
• Performs other duties as required.

Requirements

• Bachelor’s degree in civil engineering.
• Two (2) years of progressive experience in Civil Engineering (Stormwater) and NPDES.
• Experience in stormwater, roadway, utility, site, and pavement design.
• Valid Florida Driver License or ability to obtain within 30 days of establishing residency in Florida.
• Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
  • IS-100.c: Introduction to the Incident Command System (ICS)
  • IS-700.b: An Introduction to the National Incident Management System

Skills

• Working knowledge of drainage, hydrology, and hydraulics – ESRI/PONDS/AdICPR, preferred.
• Ability to effectively communicate (verbally and in writing) in a clear, confident manner using proper grammar.
• Ability to maintain courteous and effective relations with County staff, elected officials, community interest groups, and the public.
• Strong working knowledge of computers and proficiency in Microsoft Office Suite products (Outlook, Word, Excel, etc.).
• Working knowledge of AutoCad, preferred.
• Engineering Intern (EI) Certification, preferred.

Physical Requirements

• Requires a combination of sitting, standing, and walking.
• Involves occasional lifting and carrying up to 10 pounds.
• Requires frequent balancing and occasional bending, squatting, kneeling, twisting, and reaching above shoulders.
• Requires completion of tasks involving frequent typing, simple grasping, and occasional pushing, pulling, operating foot controls/levers, and driving automotive equipment.
• Requires normal visual acuity and field of vision, depth perception, color vision, hearing, and speaking.

Emergency Response
