Positions and Salary Ranges

  • Graduate Engineer I (Job #9150): $65,994.84 – $95,694.76
  • Civil Engineer I (Job #9151): $84,822.85 – $122,415.99
  • Civil Engineer II (Job #9195): $89,783.70 – $130,189.41
  • Senior Engineer I (Job #9152): $95,484.96 – $138,456.43
  • Senior Engineer II (Job #9196): $101,548.26 – $147,248.42

Essential Duties and Responsibilities

  • Graduate Engineer I
    • Assist with review of civil engineering plans for public and private development (grading, drainage, roadways, water, sewer, storm drains, detention, creeks, erosion control, stormwater quality measures, etc.).
    • Assist with flood‑study reviews, including hydrology and hydraulics modeling and detention basin design.
    • Investigate drainage complaints related to flooding, erosion, stormwater quality, creeks, storm drains, detention basins, pollutants, and standing water.
    • Assist with site inspections during all construction stages of drainage infrastructure.
    • Utilize software such as Microsoft Office, ArcMap, ArcGIS Pro, Bluebeam Revu, AutoCAD, HEC‑HMS, HEC‑RAS, PondPack, StormCAD, FlowMaster, and CulvertMaster.
    • Contribute to updates of city ordinances, design manuals, standard details, and construction specifications.
    • Perform research and routine clerical functions.
  • Civil Engineer I
    • All duties of Graduate Engineer I performed with minimal assistance.
    • Review drainage grading/infrastructure plans for private and capital‑improvement projects with minimal assistance.
    • Provide technical direction and support to department personnel and other City departments.
    • Prepare ordinances and resolutions for City Council action.
    • Coordinate with external agencies (Collin County, CCSWCD, TCEQ, TSSWCB, TxDOT, FEMA, USACE).
  • Civil Engineer II
    • All duties of Civil Engineer I performed independently.
    • Serve as city project manager for assigned drainage capital‑improvement projects, overseeing contractors/consultants, schedule, and budget.
    • Develop, review, and coordinate plans, specifications, cost estimates, and contracts for capital projects.
    • Present information and recommendations to City Council and leadership on drainage‑related projects.
  • Senior Engineer I
    • All duties of Civil Engineer I & II performed independently.
    • Assist the Senior Engineer II – Drainage in supervising and guiding drainage team members (work assignments, time management, professional development).
    • Serve as subject‑matter expert for drainage.
    • Monitor industry trends and recommend innovative technical advancements.
    • Perform supervisory activities in the absence of the Senior Engineer II – Drainage.
  • Senior Engineer II
    • All duties of Civil Engineer I & II and Senior Engineer I performed independently.
    • Guide and mentor drainage team members, including work assignments, time management, and professional development.
    • Assist the Engineering Environmental Manager with workload planning and adherence.
    • Develop and implement citywide strategies for drainage analyses and improvements.
    • May supervise other Drainage Engineering staff.

  • Proficiency with engineering software: HEC‑HMS, HEC‑RAS, PondPack, StormCAD, FlowMaster, CulvertMaster, XPSWMM, InfoWorks, AutoCAD, ArcMap, ArcGIS Pro, Bluebeam Revu.
  • Familiarity with FEMA floodplain management regulations.
  • Ability to research, analyze situations, and adopt effective actions.
  • Interpret and explain applicable laws, codes, regulations, standards, policies, and procedures.
  • Prepare and control project budgets.
  • Mentor, train, and motivate others; supervise complex technical engineering duties.
  • Prepare plans, specifications, and review cost estimates.
  • Adapt approved engineering methods and standards to diverse projects.
  • Utilize advisory and design data (technical reports, drawings, budget printouts, zoning codes, planning maps, city ordinances).
  • Perform data entry, maintain records, and prepare reports from construction plans, shop drawings, and sketches.
  • Work independently with minimal supervision while meeting schedules.
  • Collaborate effectively in team environments and treat colleagues and customers with respect.
  • Build professional relationships with internal staff and external customers.
  • Demonstrate flexibility and adaptability during periods of change.

Minimum Qualifications

  • Graduate Engineer I
    • Bachelor of Science in Civil Engineering or related field.
    • Engineer‑in‑Training (EIT) or Engineer Intern certificate from any state.
  • Civil Engineer I
    • Bachelor of Science in Civil Engineering or related field.
    • Texas Professional Engineering (PE) license, or ability to obtain within six months.
    • Four (4) years of civil‑engineering experience in drainage, hydrology, hydraulics, and/or stormwater management.
  • Civil Engineer II
    • Bachelor of Science in Civil Engineering or related field.
    • Texas PE license, or ability to obtain within six months.
    • Seven (7) years of civil‑engineering experience in drainage, hydrology, hydraulics, and/or stormwater management, or equivalent combination of education, training, and experience.
  • Senior Engineer I
    • Bachelor of Science in Civil Engineering or related field.
    • Texas PE license, or ability to obtain within six months.
    • Ten (10) years of civil‑engineering experience in drainage, hydrology, hydraulics, and/or stormwater management, or equivalent combination of education, training, and experience.
  • Senior Engineer II
    • Bachelor of Science in Civil Engineering or related field.
    • Texas PE license, or ability to obtain within six months.
    • Thirteen (13) years of civil‑engineering experience in drainage, hydrology, hydraulics, and/or stormwater management, or equivalent combination of education, training, and experience.

Conditions of Employment

  • Pass a drug screen and background check.
  • Possess a Class C Texas driver’s license.
  • Physical demands: light physical effort (sedentary to light work) with occasional lifting or moving of objects weighing 5–10 lb; extended periods at a keyboard or workstation.
