Engineer/Aviation Program Manager

ECS is seeking a part-time, remote Program Manager to support NOAA at the Aircraft Operations Center in Lakeland, FL.

About the role

Manages overall ECS support requirements for NOAA’s Aircraft Operations Center. Provides planning and policy recommendations, identifies and implements operational improvements, and supervises a team of aircraft mechanics, technicians, quality inspectors, engineers, public affairs specialists, and aviation life support equipment technicians.

Interfaces with the Contracting Officer’s Representative and AOC leadership regarding support requirements. Develops and manages the budget, approves expenditures, tracks metrics, and ensures contract profitability. Provides monthly status and financial reports to the COR and ECS management. Delivers direct engineering and other services to AOC as required, processes documentation, approves and tracks expenditures, and manages subcontractors. Occasional travel is required.

Responsibilities

• Manage ECS support requirements at NOAA’s Aircraft Operations Center.
• Provide planning, policy recommendations, and operational improvements.
• Supervise a team of aviation professionals, including mechanics, technicians, inspectors, engineers, and specialists.
• Interface with the Contracting Officer’s Representative and AOC leadership on support requirements.
• Develop and manage the budget, approve expenditures, and track contract profitability.
• Provide monthly status and financial reports to the COR and ECS management.
• Deliver direct engineering and other services to AOC as required.
• Process documentation, approve and track expenditures, and manage subcontractors.
• Occasional travel as needed.

Requirements

• 10 years of experience in the aviation industry providing programmatic, operational, engineering, and/or technical leadership.
• Deep understanding of aviation regulations, life cycle support, maintenance, best practices, and/or emergency response.
• Experience in personnel management and supervision.
• Experience in project management.

Desired Skills

• Experience with government contracting and contract management.
• Aviation program management experience.
• Familiarity with NOAA aviation programs.
• Pilot’s License.

Pay

Salary Range: $55.00 - $62.00 per hour.
