Objective
The project aims to support the government of a partner country in developing a comprehensive National Strategy for EV Charging Infrastructure Development. The assignment covers baseline assessments, EV adoption scenarios, grid impact analysis, regulatory gap analysis, and pre-feasibility studies for pilot charging projects to foster a sustainable green transport transition.
Key Responsibilities
- Conduct a dedicated Power System Impact Assessment examining the implications of EV deployment on electricity demand, grid infrastructure, system operation, and demand response.
- Assess the likely additional demand for electricity and the potential need for power generation capacity due to transport electrification across different adoption scenarios.
- Identify key technical constraints and likely investment needs for transmission and distribution grids, including network reinforcement and grid connection costs for public and private charging infrastructure.
- Evaluate opportunities for introducing smart charging, time-of-use tariffs, peak load management, and other demand response mechanisms to optimize grid performance.
- Analyze existing legislation and market arrangements governing electricity purchase, resale, pricing, and tariff structures for EV charging.
- Assess regulatory challenges for charging infrastructure owners and operators in accessing the electricity grid, securing supplies, and providing ancillary grid services.
- Prepare clear, concise technical deliverables (e.g., grid impact reports, tariff assessments) and actively contribute to stakeholder consultations and internal quality reviews.
Candidate Requirements
Education: Master's degree in Electrical Engineering, Energy Management, or a similar field.
Experience:
- Minimum 10 years of experience in energy projects or energy planning.
- At least 5 years of specific experience in energy grid planning, including capacity assessments and grid upgrade cost estimations.
- Experience in EV charging infrastructure projects is highly desirable.
- Previous experience in the Central Asian region is highly desirable.
Skills:
- Fluent written and spoken English is essential.
- Russian language skills are highly preferable, and Uzbek language skills will be a strong advantage.
- Strong analytical and modelling skills with the ability to assess market dynamics and financial viability.
- Excellent communication and reporting skills, with proven experience collaborating within multidisciplinary teams.
Assignment Details
- Location: Flexible – assignments may combine remote work with short international missions.
- Duration: Project-based, approx. 10 months.
