Employee Relations Manager
Position Summary
The Employee Relations Manager oversees employee relations programs and initiatives that promote fair and consistent application of workplace policies, supporting the Human Resources Department and the broader organizational workforce. This unit serves as the primary point of communication between employees or their departmental leadership and the Human Resources Department. This position operates under the general supervision of senior Human Resources leadership. The role encompasses program management, cross-departmental relationship building, policy interpretation, limited investigatory duties, and conflict resolution support, reflecting a broad scope of responsibilities balanced between managerial oversight and investigatory involvement.
Duties
- Administers employee relations ordinances and regulations to ensure compliance and fairness across the organization.
- Works directly with departmental leadership to implement HR policies and programs, troubleshoot HR issues, and ensure the provision of excellent customer service between the HR department and employees.
- Supports related projects aimed at enhancing workplace relations and policy adherence.
- Facilitates collaboration with interagency and community partners to promote mutual understanding and coordinated efforts.
- Counsels employees on workplace policies and provides advice on collective bargaining issues.
- Supervises assigned employees by providing clear direction and guidance, ensuring accurate and timely completion of work in alignment with established guidelines and expectations, while fostering a supportive, collaborative environment that encourages employee growth and development.

- Analyze trends and develop strategic recommendations to improve workplace relations and ensure policy compliance.
- Build constructive relationships with employees, management, and external agencies.
- Conduct sensitive investigations with diplomacy while clearly articulating employee policies and conflict resolution practices.
- Operate with a significant degree of autonomy in making routine decisions related to employee relations issues, provided these decisions align with departmental policies.
- Foster a fair and equitable work environment to support the county’s operational effectiveness and enhance employee satisfaction.
- Bachelor’s degree in Human Resources, Business Administration, Organizational Psychology, or a related field.
- At least five years of progressively responsible experience in employee relations or organizational development, preferably within a public-sector environment, including at least two years of supervisory experience.
- An equivalent combination of education and experience may be substituted.
- Preferred qualifications include certifications such as SHRM-CP (Society for Human Resource Management – Certified Professional) or PHR (Professional in Human Resources).
- Bachelor’s degree in Human Resources, Business Administration, Organizational Psychology, or a related field.
- At least five years of progressively responsible experience in employee relations or organizational development, preferably within a public-sector environment, including at least two years of supervisory experience.
