About the role
The Emergency Management Security Specialist (EMSS) provides operational and programmatic support to the Administrative Office of the Courts (AOC) Security Administration. The position supports departmental operations, emergency management initiatives, continuity of operations planning, and statewide judicial security programs. The incumbent serves as a liaison with judicial leadership, court administrators, law enforcement agencies, and external partners to support the security, safety, and continuity of Judiciary operations statewide.
Responsibilities
- Emergency Management and Continuity of Operations Support
- Supports the Judiciary’s emergency management, continuity of operations, and preparedness programs, including maintaining COOP plans, continuity systems, and compliance with continuity planning requirements.
- Supports emergency notification systems, continuity management platforms, and emergency response and recovery activities during incidents, emergencies, and continuity events.
- Supports the planning, design, coordination, and evaluation of discussion-based and operations-based exercises, including the development of objectives, scenarios, documentation, evaluation criteria, and after-action reporting.
- Supports the integration of organizational priorities, risks, and operational challenges into exercise and preparedness activities, and monitors corrective actions through completion.
- Supports the development, delivery, tracking, and evaluation of training programs, including maintaining training records, monitoring compliance with mandatory requirements, identifying training gaps, and coordinating training logistics.
- Supports the preparation of executive briefings, reports, presentations, and decision-support materials, and coordinates meetings, working groups, and planning sessions involving internal and external stakeholders.
- Supports the research, development, review, and maintenance of security, emergency management, continuity, and preparedness policies, procedures, and guidance to ensure alignment with applicable laws, regulations, standards, and organizational objectives.
- Supports the monitoring of program performance metrics, readiness initiatives, and strategic action items to strengthen organizational resilience and ensure timely completion of key objectives.
- Security Awareness Program
- Assists with planning, coordinating, and delivering quarterly safety and security awareness campaigns.
- Coordinates with subject-matter experts, law enforcement, emergency management, human resources, and other stakeholders to ensure training content is accurate and relevant.
- Develops training on travel safety, situational awareness, home security, and personal security practices under the direction of subject-matter experts.
- Prepares periodic reports for leadership outlining program accomplishments, participation levels, emerging risks, and recommended improvements.
- Collaborates with organizational leadership to ensure safety and security messaging supports organizational goals and priorities.
- Tracks corrective actions and lessons learned from incidents, exercises, and employee feedback to improve future training efforts.
- Performs other duties necessary to support the organization's workplace safety, security, preparedness, and resilience objectives.
- Security Administration Support
- Serves as a lead user and operator for electronic security systems for the operations of the Annapolis Judicial Complex and designated off-site facilities.
- Coordinates employee identification credentials, access badges, and parking matters with the Maryland Capitol Police.
- Supports budget execution, procurement planning, contract monitoring, invoice review, and resource management.
- Supports coordination of grant-funded initiatives, reimbursable agreements, and Memoranda of Understanding (MOUs).
- Supports administration of law enforcement communications assets, including the Security Administration's 800 MHz radio system.
- Supports asset management, inventory control, and accountability of law-enforcement-sensitive equipment.
- Provides administrative and operational support for special projects and initiatives undertaken by the Security Administration.
- Judicial Threat Management Center (JTMC) Support
- Supports the intake, tracking, and management of threat reports, referrals, threat assessments, and requests for assistance received from judges, court personnel, law enforcement agencies, and other partners.
- Supports the maintenance of threat management databases, case management systems, intelligence records, and other documentation necessary to support threat assessment and protective intelligence activities.
- Supports communication, information sharing, and coordination among JTMC personnel, court leadership, law enforcement agencies, and other internal and external stakeholders regarding threat management matters.
Requirements
- Education: Bachelor’s Degree from an accredited college or university in Emergency Management, Homeland Security, Criminal Justice, Public Administration, Public Safety, or closely related field.
- Experience: Two (2) years of experience in business continuity, disaster recovery, continuity of operations planning or related field.
- An Associate’s degree or 60 college credits and two (2) years of professional work experience may substitute the required education.
- Professional work experience may be substituted on a year-for-year basis for up to four (4) years of the required education.
- Licenses and Certifications:
- ICS 100, 200, 700, 800 (must be completed within six months of hire if not already possessed).
- Homeland Security Exercise and Evaluation Program (HSEEP) (must be completed within a year of hire if not already possessed).
- Preferred: ICS 300/400.
Skills
- Knowledge of:
- Emergency management, business continuity, continuity of operations (COOP), disaster preparedness, emergency response, and recovery principles and practices.
- Testing, training, and exercise (TT&E) methodologies, organizational preparedness, and resilience principles.
- Threat assessment, protective intelligence, threat management processes, and information-sharing principles.
- Applicable laws, regulations, standards, policies, and best practices related to emergency management, security, and continuity planning.
- Skill in:
- Proficiency with Microsoft Office Suite and the ability to quickly learn and effectively use specialized continuity, security, emergency notification, and case management systems.
- Ability to:
- Research, analyze, interpret, and present technical information through reports, executive briefings, presentations, and other written materials.
- Plan, coordinate, and track multiple projects, training programs, exercises, meetings, and special initiatives concurrently.
- Maintain accurate records, databases, inventories, documentation, and program metrics.
- Develop training materials, guidance documents, and awareness resources for diverse audiences.
- Communicate effectively with judges, court personnel, executive leadership, law enforcement, emergency management officials, vendors, and other stakeholders.
- Establish and maintain effective working relationships with internal and external partners.
- Collect, analyze, and clearly, concisely, and understandably communicate complex information.
- Support emergency response, continuity, recovery, and threat management activities while exercising sound judgment and remaining composed under pressure.
- Identify operational issues, recommend practical solutions, monitor corrective actions, and support continuous program improvement.
- Interpret and apply organizational policies, procedures, and applicable laws and regulations.
- Prioritize competing assignments, work independently and collaboratively, meet deadlines, and maintain confidentiality.
