ELECTRONICS ENGINEER

This position is in the Cyber Excepted Service (CES) under 10 USC 1599f and does not convey eligibility for conversion to the Competitive Service. It is a mission-critical role supporting US Cyber Command, classified as Professional Work Category at the Senior Work Level within the CES Occupational Structure, located in the DISA Enterprise Services Branch (PC41).

About the Role

Serves as a Systems Engineer for Video Teleconferencing (VTC), responsible for end-to-end program management, design, engineering, implementation, and operational control of DISN VTC systems within the Pacific Theater. Acts as the regional Subject Matter Expert (SME) for secure data transfer systems, leading the full engineering lifecycle from analysis to support, and oversees technical integration with voice and video capabilities.

Responsibilities

• Monitor contract tasks for video conferencing programs, providing technical oversight of contractor work.
• Represent the organization as a senior technical expert at industry and public sector conferences.
• Engineer custom-tailored Unified Communications (UC) and Cross Domain Solutions (CDS) for mission partners by translating operational requirements, conducting feasibility studies, and overseeing installation and activation of new systems across the theater.
• Provide hands-on senior engineering support for regional network operations and international projects; resolve complex communications issues and configure enterprise IT assets.

Requirements

• Must be a U.S. Citizen.
• Males born after 12-31-59 must be registered or exempt from Selective Service.
• This national security position requires a favorable suitability review and security clearance. Failure to maintain security eligibility may result in termination.
• Must complete Foundational Qualifications within 9 months and Residential Qualification requirements within 12 months per DoD 8140 policy series.
• Requires a Top Secret/SCI security clearance.
• This is a drug-testing designated position.
• This is a Mission Essential position; incumbent may be required to report to work or relocate during local/national emergencies.

Qualifications

To qualify for this GG-13 position, you must meet the following requirements:

• Basic Requirement (GG-0855 Engineer):
  • Degree in engineering from a school with at least one ABET-accredited professional engineering curriculum, or
  • Degree including differential and integral calculus plus advanced courses (beyond first-year physics and chemistry) in five of the following seven areas:
    • Statistics, dynamics
    • Strength of materials (stress-strain relationships)
    • Fluid mechanics, hydraulics
    • Thermodynamics
    • Electrical fields and circuits
    • Nature and properties of materials (relating particle and aggregate structure to properties)
    • Any comparable area of fundamental engineering science or physics (e.g., optics, heat transfer, soil mechanics, or electronics)
  • OR a combination of education and experience demonstrating:
    • Thorough knowledge of physical and mathematical sciences underlying professional engineering, and
    • Good understanding of engineering sciences, techniques, and their applications.

    Adequacy of background must be demonstrated by professional registration, written test, specified academic courses, or a related curriculum with verification of professional engineering duties from a supervisor.

• Qualifying Experience (GG-13):

  At least one year of specialized experience equivalent to the next lower grade level (GG-12) in the federal service, defined as:

  • Design, engineering, and program management of enterprise-level Video Teleconferencing (VTC) and Unified Communications (UC) systems.
  • Managing the lifecycle and integration of voice and video networks.
  • Providing real-time operational engineering support, including troubleshooting complex system issues.
  • Translating customer requirements into custom-engineered technical solutions.

There is no substitution of education for the qualifying experience at the GG-13 grade level.
