About the role

Directly support the Naval Air Systems Command (NAVAIR), F/A-18 & EA-18G Fleet Support Team (FST) at Fleet Readiness Center Southwest (FRCSW) Naval Air Station (NAS) North Island, California.

Responsibilities

  • Provide Engineering Testing, Engineering Tech support, and Configuration Management Analysis (APN).
  • Execute unique engineering testing and troubleshooting of processes and procedures and develop engineering guidance such as local process specifications and local engineering instructions for the SE ISE sub team.
  • Perform EIs, provide temporary workarounds, and update test programs in support of the FST.
  • Perform configuration management support on all requisite documents and databases which include Shipping Management, Material Management, and Technical Library Management in support of the FST.
  • Provide engineering and logistics technical services for the SE Operational Test. Program Set (OTPS) development and TPS products.
  • Design, develop, code, integrate, and verify new OTPSs. Perform Automatic Test Equipment (ATE) operation and maintenance; provide OTPS analysis, repair, and support; review, verify and make recommendations for Support Software Change (SSC), Support Equipment Change (SEC), RAMECs, and Support Equipment Bulletins, TDs, and prepare and review OTPS Test Workaround Procedures (TWPs).
  • Provide technical support in analyzing, testing, troubleshooting, and identifying the Probable Cause of Failure of F/A-18, EA-18G, AV-8B radar, avionics, weapons, and communications systems and their interoperability as tested on ATE.
  • Perform QA functions in accordance with NAVAIR procedures for TPS engineering and development.
  • Perform OTPSs or TPSs fabrication and assembly that include hardware, software and firmware as required for testing, evaluating, validating, and verifying in support of NAVAIR Program Office and fleet requests.
  • Be proficient in testing and troubleshooting techniques and the utilization of technical manuals, test diagrams, wire lists, schematics, and various ATE and SE processes.
  • Provide Configuration Management support which include Shipping Management, Material Management, and Technical Library Management.
  • Identify, document, record, report and audit all configuration technical documents. These documents include Technical Drawings (both electrical and hardware), TD, Test Program Instruction (TPI), Master Test Program Set Index (MTPSI) Cards, Software Change Requests, Engineering Change Request, ECP, Software Change Proposals (SCPs) and Technical Publication Work Packages and Illustrated Parts Breakdown.
  • The Contractor shall prepare, document, record, and track all configuration technical documents using CMPro database.
  • Prepare provisioning documentation for consumable and non-consumable parts required. The Contractor shall be responsible for assisting the Government Representative (Configuration Manager (CM) and/or Logistics Manager in locating, documenting, and procuring the materials.
  • Provide kitting, staging, storage, inventory and restocking of TPS elements in the Technical Resource Center. The Contractor shall maintain a logbook of all TPS items (TPS object and source media, TPIs, MTPSIs, SSCs, SECs, TWPs, Test Requirement Documents, and ECPs) check out and check in. Coordinate with CM on the DOD requirements for labeling of FST issued media.
  • Be knowledgeable and proficient in Compact Disk, Digital Video Disc, Magnetic Optical duplication processes, and recycling procedures with regard to the Technical Library and Technical Resource Center.

Requirements

  • At least ten (10) years of hands-on experience in an engineering position.
  • Proficient with Microsoft Office, “A Test Language for all Systems” compilers, Logic Automated Stimulus and Response and other Automatic Test Program Generators.
  • Experienced in C, C++, L200, Hyper Text Markup Language, and Automated Technical Information.

Qualifications

  • BS degree in Engineering.

Skills

  • Knowledgeable and proficient in Compact Disk, Digital Video Disc, Magnetic Optical duplication processes, and recycling procedures with regard to the Technical Library and Technical Resource Center.
