Electric Transmission Planning & Policy Engineer

Salary range: $6,488.00 - $12,152.00 per month (effective July 1, 2025, excludes temporary pay reduction under the Personal Leave Program 2025). New state employees will be hired at the minimum salary of the classification.

We are looking for candidates with the initiative and desire to make a difference advocating for the interests of California ratepayers regarding electricity transmission planning and infrastructure.

Responsibilities

• Perform a wide variety of analytical and consumer advocacy transmission policy planning assignments, including:
  • Transmission permitting
  • Interconnection of renewable generation and data center large loads to the transmission grid
  • Cost/benefit analysis of transmission
  • Regional transmission planning
  • Transmission cost allocation
  • General rate case proceedings
• Present findings, conclusions, and recommendations in written testimony and testify orally as an expert witness in formal proceedings
• Provide comments on California Independent System Operator (CAISO) initiatives, California Energy Commission workshops or reports, and Western Energy Coordinating Council (WECC) workshops or reports

Requirements

• Prepare and submit a Statement of Qualifications (SOQ) addressing the following questions (no smaller than 11-point Arial font, single-spaced, maximum two pages):
  1. Describe your experience conducting engineering, economic, financial, and/or policy research and written reports.
  2. Describe your experience conveying complex information orally and with visual presentations to a wide variety of audiences.
  3. Describe your experience planning, organizing, and coordinating projects, either independently or as part of a team.
