EHS Specialist III - Process Safety Management (PSM)

Responsibilities
Lead the implementation, maintenance, and continuous improvement of all PSM elements, including: Process Hazard Analysis (PHA)/HAZOP, Management of Change (MOC), Mechanical Integrity (MI), Operating Procedures, Process Safety Information (PSI), Incident Investigation, Compliance Audits.
Ensure integration of PSM into day-to-day operations and engineering practices.
Ensure compliance with OSHA PSM and EPA RMP requirements. Lead and support regulatory audits and inspections; serve as subject matter expert with agencies.
Maintain PSM documentation and ensure timely completion of required compliance audits.
Facilitate and lead PHA/HAZOP studies and revalidations. Identify process hazards and validate risk reduction measures (engineering and administrative controls).
Track and manage action items from PHAs, audits, and incident investigations.
Oversee MOC program to ensure all process, equipment, and procedural changes are properly evaluated and documented. Ensure hazard reviews, training, and approvals are completed prior to implementation.
Support inspection, testing, and preventive maintenance programs for critical equipment. Ensure compliance with recognized engineering practices (RAGAGEP). Collaborate with maintenance and engineering teams to improve system reliability.
Lead or support investigations for process safety incidents and near-misses. Conduct root cause analysis (e.g., 5-Why, RCA methodologies). Develop corrective and preventive actions and ensure effective closure.
Develop and deliver PSM training programs for employees, contractors, and leadership. Ensure competency of personnel involved in covered processes. Promote process safety awareness and culture across the organization.
Support emergency response planning for process-related incidents (fires, explosions, toxic releases). Participate in drills and coordinate with emergency response teams.
Track and analyze leading and lagging process safety metrics. Report PSM performance to leadership and recommend improvements. Support corporate process safety initiatives and benchmarking.
Qualifications
Bachelor’s degree in Chemical Engineering, Mechanical Engineering, Industrial Safety, or related technical field (required).
3–10+ years of experience in process safety, EHS, or engineering in a PSM-covered environment.
Demonstrated experience leading PSM elements and facilitating PHAs/HAZOPs.
Experience in high-hazard industries (refining, chemical, petrochemical, pharmaceuticals, food processing with ammonia, etc.) preferred.
(Preferred) CSP (Certified Safety Professional) - desired
CCPSC (Certified Chemical Process Safety Professional) - desired
PE (Professional Engineer) - desired
Strong knowledge of OSHA PSM (29 CFR 1910.119) and EPA RMP (40 CFR Part 68).
Deep understanding of process safety principles, hazard analysis methodologies, and risk assessment tools.
Familiarity with industry standards (API, NFPA, ANSI, ASME).
Strong analytical and root cause investigation skills.
Ability to lead cross-functional teams and influence decision-making.
Excellent communication, facilitation, and technical writing skills.
Proficiency in PSM software tools and data systems.

Pay
Hiring Salary Range: $75,000-$90,000 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with market data.)
Schedule
Combination of office and field work in industrial/process environments.
