PURPOSE AND FUNCTIONS
The Health & Safety (HS) Inspector should provide Health and Safety guidance and support to the workforce, ensuring compliance with all applicable Federal, State, and local regulations.
KNOWLEDGE, SKILLS & ABILITIES
- Educational and experiential qualifications are considered equally important.
- Typically requires a High School diploma or GED, plus 4 years of directly related experience or an AS degree in a related EHS field.
- Must have some working knowledge of OSHA 1915 and 1910.
- A minimum of three years of experience performing the duties of a Safety Inspector.
- A minimum of three years of full-time experience directly related to safety enforcement and related duties comparable to a Safety Inspector in industrial or commercial plants and/or construction sites.
- Continuing education in approved Health and Safety related courses towards a Professional Certificate in Occupational Health and Safety or equivalent.
- Must have, or be able to complete and pass, courses including: OSHA 3095, OSHA 5410, and Shipyard Competent Person.
- Must be able to handle stressful situations that arise.
PHYSICAL REQUIREMENTS
- Access to all Navy installations and other shipyards.
- Ability to enter confined spaces, work at heights and in confining or restricted spaces aboard vessels under construction/repair.
- Daily inspections require entering confined spaces, climbing ladders, working at heights, walking on scaffolding, observing use of tools and operation of equipment/machinery.
- Physical dexterity must allow for bending, reaching, climbing, crawling, and working on ladders and scaffolding.
- Must be able to lift up to 50 pounds of weight.
- Exposure to vapors, gases, dust, welding/burning fumes, and smoke.
- Must be able to spend up to 90% of time in an outdoor shipyard environment in all climates.
- Noisy environments 90% of the time, which may include sirens, horns, chipping, and hammering.
- Vision requirements: Near-distance visual acuity, color perception, and ability to adjust focus.
WORKING RELATIONSHIPS
- Reports to the EHS Manager and HS Supervisor.
- Maintains internal contacts with Production, Repair, Maintenance, Medical, and Emergency Response personnel.
RESPONSIBILITIES
- Conducts shipboard safety walk thru inspections for on and off site vessels as required daily.
- Safety walks of the facility grounds to ensure compliance of environmental and safety hazards.
- Inspects and maintains fire extinguishers, eye wash stations, and ear plug dispensing stations.
- Maintains MSDS/SDS sheets for contract availabilities in progress.
- Maintains lab analysis of paint and installation samples per assigned availabilities.
- Conducts breathing air surveillances.
- Inspects scaffolding systems daily prior to commencement of work.
- Conducts Grade D breathing air tests.
- Conducts Industrial lift Equipment spot checks for licenses and ODCL (Operator Daily Check List) completion.
- Helps create and edit new work instructions, procedures or training materials and participates in training events (leading and attending).
- Learns safety codes and standards, accident prevention principles, and their application to industrial operations; learns techniques of making field inspections, conducting investigations, and identifying hazards; and other relevant skills.
- Prepares written reports on inspections, accident investigations, statistical information on injuries and illnesses, employee complaints or concerns.
- Reviews current literature and trade publications in order to remain current regarding all OSHA and other applicable health and safety standards and regulations.
- Establishes a close working relationship and communicates with department/ship manager on a regular basis.
- Able to identify/locate various compartments on board vessels.
ADDITIONAL REQUIREMENTS
- Must be able to gain access to government facilities.
- Must have current driver’s license.
- Must have the ability to communicate effectively in English in both oral and written applications in order to successfully interact with management and employees.
- Other responsibilities and duties as assigned.
- Regular, reliable onsite attendance is an essential function of this job.
