About the Role
This position is responsible for Environmental & Historic Preservation (EHP) assistance within the Hazard Mitigation Section with a specific concentration in archeology and cultural resources. The role assists section-wide program needs, including EHP reviews, Record of Environmental Consideration (REC) reviews, local/state/federal EHP conditions placed on projects, and compilation and/or review of requests for information.
Duties
- Perform complex urban and environmental planning and project review efforts relating to the Hazard Mitigation Assistance (HMA) program within the Cal OES Recovery Directorate
- Provide support and direction for mitigation planning, outreach, and implementation initiatives aimed at increasing resiliency throughout California with a particular focus on archeology, scientific, policy, and mitigation research, analysis, and reporting
- Conduct critical examination of planning efforts and development of reports and proposals for potential improvements to mitigation implementation efforts
- Work under strict regulatory and administrative deadlines
- Support and may lead Unit members' efforts related to planning, application development, research, project implementation, and analysis
- Maintain a routine workload and respond to short-term projects and priority assignments
- Build relationships with new or unfamiliar organizations or individuals
- Apply strategic and analytic thinking to project implementation
- Balance action and risk effectively and efficiently
- Ensure a full understanding of environmental conditions
Working Conditions
- Hybrid telework: eligible for hybrid work schedule; additional in-office days may be required based on business need
- Designated under Conflict of Interest Code; required to complete Form 700 within 30 days of appointment
- May be contacted and requested to report to work outside normal working hours (evenings/nights, weekends, holidays) in the event of an emergency
- May require irregular work hours, work locations other than official duty location, duties other than specified in position description
- Travel requirements in support of emergency operations may be extensive (weeks to months) with little advance notice; may be required to relocate to emergency sites
Qualifications
- Exceptional written and oral communication skills with ability to present information and express ideas clearly, confidently, and convincingly
- Proficiency in computer word processing, spreadsheet, and database applications; willingness to learn new technological tools
- Knowledge and experience in urban, regional, and/or environmental planning and application of community planning and/or mitigation principles
- Experience analyzing and interpreting legislative documents, government codes, and regulations
- Strong organizational, analytical, and project management skills
- Ability to prioritize workload and manage multiple projects with short-term and long-term deadlines
- Acute attention to detail
- Excellent customer service skills
- Ability to work effectively both independently and in a team environment
- Willingness to assume complex duties and adapt to changing priorities
- Ability to employ creativity and innovation to resolve issues and identify alternative strategies for complex problems
- Interest in mentorship of junior staff
- Possess the Secretary of the Interior professional qualification standards
