The Early Childhood Education Services Coordinator in the Division of Contracts and Purchasing (DCP) supports the City’s Birth-To-Five System, including EarlyLearn, 3K, and Pre-K programs.

About the role

The Early Childhood Education Services Coordinator will collaborate with community-based service providers on contract documentation for Early Childhood Education services, including family engagement, professional development, and direct student services. The role also involves managing the Bridge Loan program, which provides interim financing to community-based providers, and coordinating with internal and external stakeholders such as the Division of Early Childhood Education (DECE), Office of Legal Services, and NYC Comptroller’s Office.

Responsibilities

  • Coordinate with community-based providers to administer and monitor the Early Childhood Services Bridge Loan program, facilitating interim financing and managing communication between providers and municipal oversight agencies.
  • Assist in coordinating, reviewing, preparing, and communicating responses to inquiries from internal and external stakeholders regarding community-based service providers, including collecting and organizing required documentation and data.
  • Perform background checks, including review of PASSPort Questionnaires and Office of Equal Opportunity data in accordance with established policies and procedures.
  • Review contract packages for registration with the NYC Comptroller’s Office and for Panel for Education Policy approval.
  • Collaborate with DECE staff to evaluate and monitor the capacity of community-based organizations to provide Early Childhood Education and related Family Engagement support services.
  • Prepare reports and communicate workflow information to appropriate parties, tracking such information using DCP authorization and tracking systems.
  • Plan, coordinate, and monitor activities related to the submission, review, and internal approval of documentation from community-based providers delivering Early Childhood Education services, including EarlyLearn, 3K, and Pre-K programs.
  • Maintain and track information using Division of Contracts and Purchasing authorization and tracking systems to support coordination, monitoring, and evaluation activities.
  • Develop and maintain collaborative working relationships with internal divisions and external stakeholders to support effective planning, coordination, and monitoring of community-based Early Childhood Education programs.

Qualifications

Minimum Requirements:

  • A baccalaureate degree from an accredited college and two (2) years of experience in community work or community-centered activities related to the duties described; or
  • High school graduation or equivalent and six (6) years of experience in community work or community-centered activities related to the duties described; or
  • Education and/or experience equivalent to the above. However, all candidates must have at least one (1) year of experience as described in the first option.

Plus: Two additional years of the experience described in the first option above.

Preferred:

  • Strong ability to plan, coordinate, and monitor activities involving community-based Early Childhood Education service providers.
  • Experience reviewing and evaluating documentation related to community programs, including contract materials, provider submissions, and background review materials.
  • Demonstrated ability to collect, organize, and track data and reports using internal authorization and tracking systems.
  • Excellent writing, presentation, and verbal skills, with the ability to communicate clearly with community-based organizations, municipal oversight agencies, and internal stakeholders.
  • Experience working in a team environment, strong organizational skills, attention to detail, adherence to deadlines, and the ability to multitask.
  • Familiarity with NYCPS-specific enterprise systems such as FAMIS, COGNOS, CTS, and CPS.
  • Proven ability to work collaboratively across divisions, including coordination with program offices, legal, financial, and other relevant entities.
  • Ability to exercise independent judgment and initiative in coordinating complex activities within established policies and procedures.
  • Experience supporting program monitoring, evaluation, and internal review processes related to community-based services.

Pay

$72,114 - $82,000. Internal candidates who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.
