About the role

SteerBridge is seeking a Doctrine/Policy Writer to support the Governance Section of the GPN Program Office. This role provides dedicated doctrine and policy writing support, leveraging operational experience to operationalize concepts and codify GPN processes into official Service publications. The individual will work independently or under general direction, providing technical writing, editing, and research support for studies, reports, and policy products.

Local to the Northern Virginia/DC metro area. Full-time, hybrid position contingent upon contract award. Anticipated start date of September 30, 2026, with a base year plus four 12-month option years (5-year total period of performance). Option-year rates carry a standard 3% annual escalation.

Responsibilities

  • Write, edit, and update Concepts of Operations (CONOPS), service-level logistics doctrine, and tactics, techniques, and procedures (TTPs) related to the GPN.
  • Draft and analyze official policy documents such as Marine Corps Orders (MCOs) and Navy Marine Corps publications (NAVMCs), staffing them through the formal departmental coordination process.
  • Extract, analyze, and integrate operational lessons learned from exercises and real-world movements to update existing doctrine.
  • Assist in collecting and organizing information required for the preparation of reports, studies, and analyses, and edit customer deliverables and documents.
  • If designated as dual-hat Program Manager for Task 3.1, oversee overall contract performance for the task order.

Qualifications

  • Prior experience serving as a Program Manager or in a dual-hat PM/writer capacity on a DoW task order.
  • Familiarity with USMC Force Design, GPN logistics initiatives, or Joint logistics processes.

Travel

This task order anticipates approximately 9 required trips per year across the team (3 East Coast, 2 West Coast, 4 OCONUS). Specific travel is not pre-assigned by position; all Key Personnel should expect the potential to be tasked with travel as mission needs require.

Pay

$150,000 - $175,000 a year, commensurate with experience and location.
