About the Role
The East Bay Regional Park District invites applications for the position of Division Lead, Maintenance and Skilled Trades (MAST), an exceptional leadership opportunity for an accomplished public works professional to help shape the future of one of the nation's premier regional park systems. Reporting to the Assistant General Manager of Facilities and Infrastructure, the Division Lead of MAST plays a pivotal role in directing the maintenance, renovation, and rehabilitation of the District's extensive infrastructure. The position provides strategic leadership for roads and trails, fleet management, skilled trades, water utility maintenance, sanitation and recycling, and renovations, while partnering with the Executive Team and departments across the organization to ensure the District's buildings, trails, roads, utilities, and vehicles remain safe, functional, and well maintained.
Key Projects
As Division Lead of Maintenance and Skilled Trades, you'll direct the complex maintenance, renovation, repair, and rehabilitation of over 550 buildings and structures, 1,300+ miles of roads and trails, 126,809 acres of parkland, an intricate utility network, and 850+ vehicles and specialized equipment. You'll provide direct supervision of 5 managers and 107 employees—including analysts, field staff, tradespersons, project managers, park rangers, and administrative support—while overseeing public works functions such as ADA access improvements, districtwide green fleet initiatives, work order and asset management, encroachment permits, and contract administration. You'll also participate in design and construction processes as part of inter-division teams, manage an operating and project budget nearing $33 million, ensure compliance with local, state, and federal regulations, and lead emergency response to operational issues and natural disasters.

Compensation
Salary: $175,094 - $234,624/annually.
- Retirement: Classic California Public Employees Retirement System (CalPERS) Members: 2% at 55 formula, 8% contribution; New Members 2% @ 62 formula, 7.75% contribution.
- Social Security & Medicare: Employee Cost: 7.65% of earnings (6.2% Soc. Sec. + 1.45% Medicare)
- Medical: The Park District contracts with CalPERS to provide comprehensive health coverage to employees. Multiple HMO and PPO plans available. Park District pays 100% of Kaiser Family Premium.
- Dental Insurance: District paid premium. Option of seeing Delta Dental PPO or Delta Dental Premier dentists.
- Vision Insurance: Voluntary benefit. Employee paid. Coverage through Vision Service Plan (VSP) for either Standard or Premium Plan.
- Vacation: Starting with 12 days annually and increasing with years of service up to 21 days.
- Sick Leave: 12 days per year, unlimited accrual.
- Administrative Leave: 40 hours annually (prorated for employees hired after January 1st.).
- Holidays: 15 paid holidays.

The Ideal Candidate
The ideal candidate is an innovative, collaborative, and strategic public works leader who combines technical and managerial expertise with the ability to lead complex maintenance and infrastructure programs that advance the District's mission. They bring extensive executive leadership experience in public administration, particularly within infrastructure maintenance, public works, or a special district, and understand the critical and unique role regional parks play in promoting the health and wellness of the communities served.
Minimum Qualifications
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
- Education: A Bachelor's degree from an accredited college or university in engineering, project management, or a related field,
- Experience: Six (6) years of full-time experience in facility maintenance and equipment operations and maintenance, three (3) years of which must have been as a mid-level manager with supervision responsibility.
Substitutions: A master's degree from an accredited college or university in engineering, project management, or a related field may be accepted as an equivalent to a maximum of two (2) years of the required non-supervision experience.
